Mr Katter told Parliament the Environment Protection (Green tape Reduction) and other Legislation Amendment Bill 2012, would assist miners, farmers and local families to develop, grow and proper.
The bill was passed through parliamentlast week.
Mr Katter said the environment and its resources were at the service of society and should be used for the benefit of the public.
He said the previous government was "beholding" to environmental extremists who stopped development.
"The time of reckoning is approaching," he said.
"Legislation in Queensland must ensure that, collectively and as individuals, our society can make best use of the environment.
"Farmers cannot make the best use of the environment when productive activity on arable land is curtailed by bureaucratic overheads imposed at the behest of extremists who have long wielded too much power and influence.
"Miners cannot make the best use of the environment when rich natural resources in empty tracts of land are locked away by extremists living thousands of kilometres away in latte land.
"Families cannot make the best use of the environment when green tape actually prevents the construction of homes."
Environment and Heritage Protection Minister Andrew Powell said the new laws would cut the green-tape that had "strangled" Queensland businesses.
The new framework is expected to commence in March 2013.
