Senator Waters questioned two meetings attended by Mr Newman in February 2013, the day after allegations against coal seam gas companies Santos and QGC were received by the CMC.

Senior government bureaucrat Simone Marsh and environmentalist Drew Hutton had alleged approvals for coal seam gas projects were hurried and farcical.

The projects were initially approved by the previous Labor government.

In its ruling on September 19, 2013, the CMC concluded there was “no evidence of official misconduct” and decided against further action.

Senator Waters said the CMC finding was “staggering”.

“After being presented with a mountain of documents, including clear evidence that CSG approvals were given unlawfully, it is very difficult to believe that there was no evidence,” she said.

Senator Waters now wants questions asked about two meetings involving Mr Newman the day after the 2013 allegations were received by the CMC.

“The Queensland Premier’s diary for that period records that on the very next day after the CMC received the complaints – the 20^th February – Premier Newman and others met with the chair and deputy chair of the CMC,” she said.

“Then on the following day, the 21^st of February, the Premier met with Rob Millhouse, the vice-president of QGC.”

Mr Millhouse was the vice-president of policy and corporate affairs with QGC in 2013.

Fairfax Media made four calls and sent several text messages to senior policy advisers in the Premier’s office after 8pm on Wednesday night, after Senator Waters' speech.

One adviser for Premier Campbell Newman said she did not know enough about the allegations to comment.

“Given the hour and the allegations, it is something we are going to have to get back to you tomorrow,” she said.

The premier’s senior media adviser did not return several calls on Wednesday night.

On Thursday morning, the premier's office issued a statement.

“This is nothing more than another shameful attack, using baseless allegations, by anti-jobs Senator Larissa Waters, whose party wants to shut down Queensland’s resources industry,'' a government spokesman said.

“The projects were approved by the former Labor government and the Premier is on the record as saying the CMC should have investigated them.”

Santos and QGC in April 2013 responded in Fairfax Media to the allegations after Mr Hutton called for a public inquiry.

However Senator Waters said answers were needed.

“Queenslanders must be assured that the investigation was carried out in an independent and unbiased manner,” she said.

“This long series of events would lead any reasonable person to the conclusion that the Premier pressured the CMC to drop the investigation.”

Senator Waters said she did not want to allege any wrongdoing by any individuals.

“However, when it comes to CSG, our rural communities, our natural environment, our water and our climate hang in the balance,” she said.

“We have a right to ask whether our decision-making processes have been compromised.”

On February 11, 2013 Mr Newman backed calls for the CMC to investigation the allegations raised by Mr Hutton and Ms Marsh that approvals for CSG projects from Santos and QGC were hurried, flawed and a farce.

The allegations included evidence that the impact on groundwater supplies from coal seam gas mining was “missing” or "inadequate”.

Senator Waters said premier’s department director-general Jon Grayson and Mr Newman’s chief of staff Ben Myers attended the meeting with the CMC chair and deputy chair on February 20, 2013.

Ms Waters said in February 2013 Mr Grayson owned at 25 per cent stake in a CSG services company.

“The other 75 per cent was owned by the Queensland arm of the now disgraced Australian Water Holdings,” she said.

Mr Grayson in May 2014 sold his stake in the company and Mr Newman has consistently expressed his confidence in Mr Grayson.

Senator Waters said Mr Myers had worked with QGC.

“The subsequent meeting with QGC on February 21 took place in his office,” Senator Waters said.

Senator Waters said the CMC never published the assessment report into the September 19, 2013 finding.

“It is my understanding that assessment reports are usually provided as a matter of course. Not in this case," she said.

“I call on the CMC to publish the assessment report in relation to these reports.”

In February 2013, the Crime and Misconduct Commission was appointed by Mr Newman to investigate allegations of official misconduct against the approval of two coal seam gas companies.

In September 2013, the CMC concluded that there was “no evidence of official misconduct” and, decided against taking further action.

In its ruling on September 19, 2013 the CMC said it did not investigate the environmental and health impacts of the coal seam gas industry because it was outside its jurisdiction.

“It is important to note that the assessment did not examine matters of government policy or the environmental and health impacts of the coal seam gas industry as these issues do not fall within the CMC’s jurisdiction.”
