Facing the Finance and Administration Committee, the Premier was calm and measured in his answers, but refused to give credence to anything that wasn't directly related to the budget.

That included whether he had any knowledge about how Labor hopeful Anthony Lynham's Queensland Health payroll information was leaked.

"I had a discussion with the clerk of the parliament, the independent statutory officer of this parliament, prior to coming here today, and I sought his advice on the specific meaning of the standing orders that apply to this parliament," he said.

"This is not the federal parliament, who have different standing orders and procedures, this is the Queensland parliament.

"I would like to propose. respectfully, that we adjourn, so the leader of the opposition can seek some advice from the clerk. I have done so today and where the leader of the opposition is going is not covered by the standing orders, because it does not relate to the expenditures that were in the budget. And that is what this is about."

It also provided an out on answering any questions about whether it was the Premier or the Treasurer who originally decided to not top up pensioner and senior concessions after the federal government cut its funding.

"At the end of the day, I am going to be here today answering questions about what the government has done, I am not going to get into the delivery processes," Mr Newman said.

"The leader of the opposition used to be a member of cabinet and would understand there is a document called the cabinet handbook.

"The cabinet handbook sets out how government at cabinet level will be conducted in the state of Queensland. Decisions are made by the cabinet and cabinet takes collective responsibility for the decisions.

"That is the way it has worked for 150 years, based on the proud traditions of Westminster, and that is how it will continue to work while I am the premier of this state.

"So I am not going to get into the issue of the decision making processes of cabinet, or any cabinet committees. Suffice to say, as the leader of the cabinet, I enthusiastically and wholeheartedly support the decisions of the cabinet."

But Mr Newman was happy to talk about government initiatives, such as success of the boot camps and the safe night out strategy.

And that, Mr Newman said, was because the government was building a "bright future".

"In all that we do, we're about putting Queenslanders first," he said.

"Every single day, we are working to make this government perform for Queenslanders.

"They're our servants, sorry, they're our masters, we're their servants and we are working for them every single day. That is the way I approach government.

"I am a servant of the people and I am proud to be that."
