Cairns, Ipswich, Caboolture, Redcliffe, Bundaberg, Gympie and outback Queensland are some of the hardest places in Australia to get a job for 15 to 24 year olds.

In some places at some times of the year, one in three young Queenslanders under 24 cannot get a job, a situation described by social policy group, the Brotherhood of St Laurence, as a “generational crisis"

The latest breakdown of the July 2014 ABS data, collated by Queensland Treasury, shows Cairns has average youth unemployment of 20.4 per cent, while Ipswich has youth unemployment of 20.1 per cent.

In July 2013, youth unemployment in Ipswich was 11.7 per cent, while Cairns was 30.5 per cent and Queensland’s Outback had youth unemployment of 22.5 per cent.

In the past 12 months, youth unemployment has soared past 30.1 per cent in Ipswich and to 34.5 per cent in the Queensland Outback.

Ipswich mayor Paul Pisasale said he was shocked by the recent youth unemployment figures, questioning why labour market boundaries – set by the Australian Bureau of Statistics - had been changed around Ipswich, referring to the boundary changes as "job-mandering".

“What they government has done is shifted the boundaries. They have taken away Springfield - where we have been able to create jobs - and given me parts of the Lockyer Valley and Inala,” Cr Pisasale said.

“How the hell can communities determine their unemployment, when they keep changing the boundaries.

“I nearly fell over. How they hell could we be that bad in six months.”

Cr Pisasale said he had recently written to Federal Employment Minister Eric Abetz to question the boundary changes, accusing the federal government of politicking.

“It’s called ‘job-mandering’,” he said.

“They used to call it gerrymandering, but they’ve changed it to job-mandering.”

Senator Abetz’s office on Monday said they would immediately investigate Mayor Pisasale’s allegation and find out if federal labour market boundaries around Ipswich had been changed.

The breakdown of latest youth unemployment figures also shows Moreton Bay – including Caboolture and Redcliffe – now has youth unemployment of 18.8 per cent.

Wide Bay has youth unemployment of 16.8 per cent.

The analysis highlights the fluctuations in youth unemployment, pointing out the maximum, minimum and current rate of youth unemployment.

In February, the Brotherhood of St Laurence described rising youth unemployment in Australia as a crisis that needed urgent attention.

In its executive summary, chairman John Hartigan said tackling youth unemployment was now critical.

“Youth unemployment currently represents just under 40% of all unemployment in Australia,” Mr Hartigan said.

“In other words, more than one in three unemployed Australian is young – between the ages of 15 and 24.”

Despite the latest figures showing a worsening trend the Queensland Government on Monday said there was no need for a specific taskforce, or programs to reduce youth unemployment.

A spokesperson for Treasurer Tim Nicholls said the government had invested $615 million to restructure vocational training in Queensland which targeted young people.

“While the State’s economy is still growing strongly, we know the benefits are not being felt by all Queenslanders,” the spokeswoman said.

“This funding will lead to meaningful and sustainable jobs in areas including community services, construction, mining, primary industries, transport and distribution, hospitality, retail and business.”

The spokeswoman said it was business “not Government” that created jobs.

Queensland Chamber of Commerce and Industry said business was frustrated at the pace of reform to tackle accelerating youth unemployment.

QCCI general manager Nick Behrens said the worsening trend in youth unemployment was worrying employers.

“I think the statistics speak for themselves,” he said.

“The youth unemployment rate in several regional centres is clearly not acceptable and really is a wake-up call for stakeholders to look at what has changed and what are the contributing factors.”
