The man's body washed up on the north side of the Gold Coast Seaway, near Currigee, about 7.30am on Sunday.
A post mortem will be carried out on Tuesday, with investigators working to track down the man's next of kin to complete a formal identification.
While the man was heavily-tattooed, a police spokesman said there was "no strong indication" he was linked to criminal motorcycle gangs.
Police said it appeared the man had been dead for several days when he was found.
