Health Minister Lawrence Springborg and Queensland Ambulance Service Commissioner Russell Bowles attended the ceremony.
Mr Lowndes was given for the award for Integrity and Accountability.
He joined the QAS 10 years ago and has worked in Karumba since 2011.
A QAS representative said Mr Lowndes had demonstrated “the highest level” of professionalism, accountability and integrity in an often challenging environment.
“Andrew has worked hard to raise the profile of QAS in the local community and has set an outstanding example for his colleagues, including mentoring relief staff and helping them to better understand the needs of Karumba residents,” the representative said.
The representative said Mr Lowndes had worked to QAS guidelines at all times.
