The parliamentary ethics committee inquiry into whether Scott Elms, David Gibson's former LNP branch mate, had attempted to improperly influence him, has resumed, following Queensland Police suspending its active investigation.

It is understood Mr Gibson's health prevented him from moving forward with the police case.
Because he was a key witness in the police investigation, it could not continue without him.
However, it is believed that Mr Gibson has retained his right to move forward with his complaint at a later date.
Earlier this year, Mr Elms published information related to Mr Gibson's past which is protected by the Rehabilitated Offenders Act.
Mr Gibson accused Mr Elms of attempting to "hold him to ransom" over the information and releasing it when he "didn't get his way" with the Rainbow Beach Draft Master Plan.
Mr Elms was kicked out of the LNP over the matter.
Mr Gibson suffered a nervous breakdown over the matter and announced he would not re-contest his seat at the next election.
Speaker Fiona Simpson told Parliament the ethics committee investigation was now able to move forward.
"On 3 June 2014, I informed the House that the Ethics Committee had suspended its inquiry into the matter of privilege referred on 23 April 2014 relating to an alleged attempt to improperly influence the conduct of a member, until such time as the Queensland Police Service advised of the outcome of its investigation of the same matter," she said.
"On 11 September 2014, the Chair of the Ethics Committee wrote to me to advise that the Queensland Police Service is no longer conducting active investigations into the matter.
"Accordingly, the ethics committee has resolved to recommence its inquiry into the matter."
Mr Gibson has been candid over the effect the incident has had on his mental health.
He took to Parliament on Tuesday afternoon to ask for a chaplain to be appointed to the Queensland Parliament to help others who may also be struggling.
"I believe our Parliament could benefit from such a position, someone that MPs, staffers and family members could speak to confidentially," Mr Gibson said.
"I also believe we must address what is rotten in our culture of politics.
"Our society does not accept bullying in the workplace and nor should we within our political discourse.
"At the end of the day, as MPs we are no different to anyone else; cut us and we bleed, abuse us and it hurts — even if we choose not to show it."
