The act was implemented in 2009 to replace the criminal injury compensation scheme.

Under the previous scheme, the average pay out to victims was $18,200.

Under the Victim of Crime Assistance legislation, the average pay out is $7600 but more people are receiving the grants.

The review, which was mandated under the legislation, will consider the effectiveness of the scheme, including "whether it assists victims to recover from acts of violence, whether the levels of financial assistance provided are appropriate and sustainable and whether the current model is best placed to assist the victim".

It is estimated that just five per cent of victims of violence offences apply for grants.

Whether the procedure to apply is too difficult is one of the things the review will consider.

Whether $6000 is enough for funeral assistance - New South Wales offers a maximum of $8000 - is another.

Funding models, the role of the victim services coordinator and whether it is appropriate and advances the interests of victims of crime will also be examined.

Attorney-General Jarrod Bleijie said the government was committed "to putting the rights of victims first'.

"We are currently taking feedback from community members and stakeholders," he said.

"I will then consider the review team's recommendations and table a report on the outcomes of the review in Parliament.

"This review builds on other reforms such as ensuring victims are allowed to read their impact statements in court and stronger penalties for violent and sexual offences.

"In addition, the Government is investing nearly $3 million per year to fund organisations to support victims of crime."
