The Queensland local government minister made the outlandish commitment while addressing concerns raised over the Royalties for the Regions program at this year's annual conference in Mackay on Wednesday.

The State Government program was initially designed to return funds to 14 Queensland councils directly impacted by mining activity in a bid to help them maintain infrastructure affected by heavy vehicle use.

It has recently been expanded to include councils not directly affected, such as those where mining companies use rail and port hubs for export.

Keith Douglas, a delegate for Cloncurry Shire Council which is one of the 14 councils initially identified under the scheme, urged Mr Crisafulli to restore the program to its original form.

The minister said it would not happen.

"In terms of the program being broadened, I will defend the right of cities like my home city of Townsville to get a cut of that because it is not just the coalface that suffers and needs infrastructure during mining booms, it's those areas that benefit and rely heavily on it," Mr Crisafulli responded.

"But how about I give you a commitment? It's been broadened to all councils who apply, so if Brisbane or the Gold Coast or the Sunshine Coast get some money out of Royalties for the Regions, which has been some crazy statement parroted by some people, I'll come and attend the next conference and address you in the raw - and I'm only a little fella so I don't want to do that."

The issue formed the basis of intense debate at the conference on Wednesday after Mt Isa City Council moved a motion seeking the support of the state's councils for the LGAQ lobby the State Government for the return to its original intention.

After amendment, it won support by a vote of 147 to 64.

Cr Douglas said the expansion of the program beyond the councils directly impacted by mining activity, without an increase in the funding pool, meant councils such as his were struggling to maintain rapidly dwindling infrastructure.

"Every council has its own particular problems but mining communities are special," he said.

"The need to return royalties to mining communities should be adhered to, to bring reality back into this funding.

"I support the initial policy but have major reservations about the two changes since the original policy came into being.

"Money needs to come immediately back to councils for use for problems arising from activity in our shires."

"We need a percentage of money we can take and plan for the future.

"We are creating the wealth for Queensland and Australia."

Mackay Regional Council mayor Deidre Comerford said local government areas such as hers where mining activity did not occur, were still heavily impacted by the sector.

"No mining occurs in our council but we have been greatly affected in the last 10 years," she said.

"I'd rather see it revert back to eligibility criteria, rather than this divide and conquer between us all."

Despite Mr Crisafulli's commitment to retaining the expansion of the program, the LGAQ will lobby for a return to its original form, following the delegate vote that endorsed it.
