Treasurer Tim Nicholls didn't exactly dispute that assertion from a journalist talking about the LNP fundraising club, but stubbornly rehashed the line the government has stuck to the entire week - that the Newman government is the most open and transparent administration in the state's history.

Mr Nicholls refused to say whether he attended any QForum events, despite having declared three attendances in the past two years in his publicly available edited diary.

"I think the most important thing I can say to you is this - in terms of fundraising, those matters are handled by the party, as is appropriate," he said.

"The elected representative's responsibility is obviously to put good policy together, to talk to all sorts of people about good policy and that is what we do."

He directed questions about the subscription fundraiser to the party executive, which referred journalists to page 70 of its annual report where the only publicly available details on it exist.

The executive would not answer questions about how much money QForum has raised, who has membership and who attends each event.

Nicholls would not elaborate on whether fundraisers should be declared in the diaries of ministers, the release of which the government touts as proof of its openness and transparency.

The diaries of ministers in the former Labor government were only available under right-to-information laws.

"As you know, we are the most open government," Mr Nicholls said.

"We publish our diaries, we publish disclosure, we do it every month on a monthly basis, so people can see exactly what it is that elected representatives do and ministers do in their official capacity - who they meet, and the purposes for which they meet - and we continue to do that.

"It is program that we instigated since January 2013. It hasn't been done by other governments in Australia.

"So we are out there all the time. On top of that, you also have the public disclosure under the legislation that is completed and complied with by the party organisation."

On Wednesday, Energy Minister Mark McArdle also relied on the "most open and transparent" government line, but also would not answer questions about declaring fundraisers.

His attendance at a LNP fundraiser held in ERM Power's boardroom last year is what kickstarted the debate earlier this week.

It was not declared, but didn't have to be, and was revealed as just one of many meetings and meals between himself and executives and lobbyists for the private power company.

Under the diary declaration rules, ministers do not have to include party political business - which includes fundraisers.

In-house lobbyists, such as the Queensland Resources Council and executives for private companies, do not have to follow the same disclosure rules as third-party lobbyists and declare their contact with ministers and MPs, despite submissions from the former Integrity Commissioner and recommendations from a parliamentary committee.

The government has also linked the state's donation declaration threshold to the federal limit, which saw it rise from $1000 to $12,800.

What is QForum?

QForum is advertised as "the place for strategic engagement and policy discussion in Queensland" in the LNP annual report.

Members are invited to speak to "business leaders and policy makers together to develop the ideas that are making Queensland an even greater state with even greater opportunity".

It is structured into different programs - the LNP Corporate Observers programs takes place at the same time as the party's major events "providing a unique opportunity for business to engage with the Party's organisational and policy leadership, MPs, Senators and Councillors in one place at one time".

The Leaders' Club, known as the "forum for the captains of Queensland business" has limited membership which is gained through either invitation or referral.

"This is an exclusive forum for high level policy discussion and networking with political leaders from all three levels of government".

The Regional Round Table focusses on "leaders and innovators in Queensland's regional industries".

"With membership strictly limited and regular engagement with key policy makers, this forum's focus is unlocking regional Queensland's potential and growing four pillar economy," the LNP said in its annual report.

Electoral reforms recently lodged show several businesses, including ERM Power gave the LNP $16,500, which was listed not as donations, but "other receipts".
