Voters might have to wait up to a year after the election to learn which big ticket infrastructure projects Labor will support if it wins government.

The news comes just days after major engineering companies warned thousands of infrastructure jobs are going south.

The Queensland's Major Contractors Association last week said it faced a 53 per cent drop in projects and a possible overall loss of 8000 jobs by 2016-17.

As the final week of the campaign began on Monday, Opposition Leader Annastacia Palaszczuk stuck to Labor's pre-election promise that an independent body would prepare a cost benefit analysis of any project over $100 million and release the analysis before any construction began.

"I have said very clearly that, within out first twelve months of office, that we will go through and put in place an infrastructure plan," Ms Palaszczuk said.

"There will be an independent assessment body called Building Queensland and Building Queensland will prioritise the needs of the state," she said.

"It will be done independent of government."

Alternatively, the LNP is basing its infrastructure hopes on being able to secure $8.6 billion from the $37 billion it hopes to raise from long-term asset leases.

Labor has argued the LNP has not scrutinised its major infrastructure projects and is wasting money, slowing the state's return to a AAA credit rating, using the so-called "tower of power", 1 William Street, soon to be the government's new base, as an example.

In 2013 Labor – and  Queensland's Auditor General –  questioned the decision to lease off seven CBD businesses to the Queensland Investment Corporation to finance the building.

"Without a competitive sale process, and given the significant difference between the book value and the sale price achieved, prima-facie it raises the issue of whether the state can demonstrate that it obtained best value for money for the assets it sold," Queensland's Auditor General Andrew Greaves reported in December 2013.

Mr Greaves found the seven buildings were sold "for $237 million below their market value".

Labor claimed Queensland taxpayers could be out of pocket $2.26 billion once rent for the sold properties was lost, rent for William Street was outlayed and the loss on revenue was added up over the length of the lease.

Its 2014 Building Queensland policy was developed after the LNP state government axed federal Labor's Cross River Rail Brisbane underground rail project and the LNP drew up its own plan, the Brisbane underground Bus and Train project (BaT).

Labor's Building Queensland criticises the BaT tunnel, but stops short of saying whether it would go ahead with it or not.

Last week in Airlie Beach, Ms Palaszczuk said the BaT tunnel was still not finalised –and a business case had still not gone to the market - while federal Labor's Cross River Rail project had already been evaluated by federal and state Labor governments before the 2012 election.

However Ms Palaszczuk refused to provide any further details of Labor's big infrastructure projects, saying only that Labor wanted to keep its campaign spending modest.

"...Labor is different," she said. Labor is focussed on jobs and Labor is focussed on paying down the debt."

The Opposition plans to quarantine one third of the profits from government-owned corporations to pay back $12 billion in general government debt over 10 years, despite concerns the money already pays back debts accrued by the same GOCs. It is relying on growth to fill the revenue hole.

It is still to release its costings, but said the Building Queensland plan would be financed by charging government departments a fee on the money they allocate to "consultancies".

Premier Campbell Newman on Monday said the Opposition had no plan for infrastructure.

"Day after day, the Opposition continues to show that it does not have the detail to back up its plan," he said.

Jobs, the economy and infrastructure will be the hallmarks of the final days of the election campaign as both major parties attempt to shore up key seats in north Queensland and Brisbane.

Ms Palaszczuk will head to Queensland's northern regions on Tuesday, where Labor believes it can win seats around Cairns, Townsville and the Whitsundays.

"This is make or break," she said.

"This is about whether or not Queenslanders will have their assets for the future, or whether they will be sold under Campbell Newman."

"This is the most important five days of my life."
