A supreme court judge and until recently an active member of Queensland's racing industry, 84-year-old Carter passed away last Wednesday after a brief illness.
After retiring from the bench in 1990, Carter became the inaugural chairman of the Racing Disciplinary Board.
Friends and family will gather at St Columba's Catholic Church at 23 Lovedale St, Wilston on Wednesday from 10am to pay tribute to him.
Queensland All Codes Racing Industry Chairman Mr Kevin Dixon said Carter's loss would be felt throughout the racing community.
"Bill was a man who garnered the respect of the industry through years of dedicated service and a desire to see the industry progress," Mr Dixon said.
Brisbane Racing Club chairman Neville Bell acknowledged the contribution Carter provided to the BRC and to the broader Queensland racing industry.
"Bill was very influential in racing politics because people respected his vast knowledge of race club history and the relationship between the industry and government," Mr Bell said.
"My greatest memory of Bill Carter is of a gentleman who was a walking encyclopaedia of the history of Brisbane thoroughbred racing."
