Queensland and New South Wales police unions have both called for Queensland's "no pursuit" policy to be reviewed in the wake of the three-hour chase.

But speaking on Fairfax Radio 4BC on Tuesday, Commissioner Stewart said claims there was a no-pursuit policy were wrong.

"That is not the case, it has never been the case," he said.

"What we have in this state, we believe is probably the best pursuit policy of any of the jurisdictions in that we ask our people to constantly reassess the risk to the community.

"The moment that you start pursuing a vehicle or a motorcycle or whatever, you're actually doubling the risk because no longer is there just one vehicle that's travelling at high speed, there's actually two.

"Now the way that we, our pursuit policy works is that we tell our people that you have got to be absolutely sure that the risk that you're taking in engaging in a pursuit outweighs the risk to the community."

Laws lifting the threshold for when officers could pursue a vehicle were introduced in 2011 following a coronial inquest into several chase-related deaths. An evade police offence was introduced at the same time.

At the time, former Police Minister Neil Roberts said pursuits would only be allowed where a person had killed or made threats to kill or committed an indictable offence before the pursuit.

His comments came after police footage released on Tuesday showed two shirtless men with guns at the end of last week's dramatic high-speed chase, which started north of Brisbane and ended on the New South Wales side of the border.

Aerial video footage shows the two men on foot allegedly shooting at officers and passing vehicles after police stopped their car with spikes at Tweed Heads to finish the three-hour long chase.

The Queensland police helicopter followed the two men in an allegedly stolen blue Mitsubishi Lancer from Caboolture to the border but police vehicles didn't give chase.

Queensland Police Union president Ian Leavers said the extended chase left a "path of destruction throughout Queensland" and proved the policy was a disgrace.

"It is unworkable. Police from across Queensland are frustrated," he said.

"Offenders go up beside police. They show rude gestures. They put their foot down and they know that police are powerless to be able to do anything about it.

"It is farcical in Queensland and it is a green light for offenders to do what they want when they want and police just need the ability to be able to do their job."

Police Association of New South Wales president Scott Weber said the footage highlighted the need for policy change.

"This shows violent offenders that would do anything to escape police custody," he said.

"That is why police officers can not give them an open ticket to drive at high speeds and commit crimes at will."

The minute-long video shows two men jumping out of a blue Lancer near the Tugun Tunnel and leaping directly onto oncoming traffic on the motorway.

One of the two men, a 32-year-old, allegedly shot at an officer before firing a number of shots at moving vehicles.

During the shootout, a red car stopped and another vehicle ran into its rear causing luggage from the red car to be strewn across the motorway.

The 32-year-old is then seen pointing his gun at a blue vehicle, which struck him. The man appeared unhurt and ran off before police apprehended him.

Police also caught the other man, a 20-year-old, on the side of the motorway.

Police took the men to Tweed Heads police station where they were charged with shooting with intent to murder, discharging a firearm to avoid arrest, attempted carjacking and Skye's Law, the New South Wales offence for police pursuit.

They were refused bail and appeared at Tweed Heads Local Court on Friday.

Queensland police said they would seek extradition to Queensland.
