Peter Markan had sought damages of $10 million and 13 cents from the QPS for failing to investigate his claims three Court of Appeal judges were actually imposters responsible for human rights abuses.

He called for the QPS to make a "public apology utilising all major public media for the harm and distress caused by the defendant's alleged unlawful conduct".

Those claims were struck out in July 2014 for several reasons, including that the QPS was a "non-existent defendant" in legal terms and it wasn't possible to determine who the proper defendant would be.

The judge also found the relief Mr Markan sought was extraordinary and arguably could not be delivered by the courts.

The judge found the "baseless and scandalous" claims were a clear abuse of process and ordered Mr Markan pay costs.

Mr Markan appealed but judges Holmes, Fraser and Jackson upheld the decision on February 27.

In his decision, Judge Jackson rejected Mr Markan's claims the original judge made an error in a procedural matter in the original case.

"The appellant's grounds of appeal to this Court otherwise largely comprise of challenges to the validity of the appointment of the primary judge, or his competence, or whether he acted bona fide in deciding the applications," Judge Jackson wrote.

"They too, are baseless.

"The grounds of appeal include that the primary judge's conduct 'highlights problems with the administration of justice in Queensland' including that 'the futile concepts of masters and slaves are maintained to enable protection of depravity within the legal industry'.

"In my view, among the 15 separately stated grounds of appeal, there is not otherwise a single arguable point. Accordingly, the appeal should be dismissed."

The judges ordered Mr Markan pay the costs of the appeal.

Mr Markan had previously sought similar redress from both the Crime and Misconduct Commission and the Bar Association of Queensland.

In fact, his claim that judges McMurdo, Gotterson and Morrison were impersonating judicial officers and had engaged in abuse of human, civil and political rights stemmed from his case against the CMC in 2013.

In that case Mr Markan was also seeking $10 million and 13 cents, a similarly wide-ranging public apology and for the CMC to be declared a criminal organisation, dissolved and its associates be sent to hard labour camps for re-education.

He alleged the CMC had failed to take any action after he lodged a formal complaint against the Legal Services Commission and the Bar Association of Queensland and provided evidence alleging the LSC was "involved in mafia style protection of lawyers who are abusing the system, are taking advantage of people in distress, stealing money from people and deceiving people".

During a hearing in March 2014, he demanded the three judges provide evidence of their appointment and competence, which they failed to do.

This case and a subsequent appeal were also dismissed.

In a case against the BAQ rejected in February 2014, Mr Markan had sought $11 million and 13 cents, and for the people associated with the organisation to be sent to re-education facilities.

Mr Markan's grievances appear to stem back to May 2010, when he lodged a formal complaint about the conduct of his solicitor in regards to his appeal of a grievous bodily harm conviction.

The Legal Services Commissioner started disciplinary action against the solicitor for one of Mr Markan's complaints but found no evidence to support the second.

Mr Markan applied to the Supreme Court in August 2011 to have the decision reviewed but it was rejected.
