Coming in at an average of $46,836 per person, a total of $2,435,504 was paid out under the council's executive incentive scheme.

However a breakdown of who was paid bonuses, the department they worked for or the specific targets they met was not released.

"Council can't release individual bonus details for confidentiality reasons," a council spokesman said.

Annual report figures show there were 60 staff whose regular salary was between $100,000-$199,000, seven between $300,000 and $499,000 and chief executive Colin Jensen whose wages are above $500,000.

The executives were paid $2,226,141 of bonuses during the 2012/13 financial year.

While Labor introduced the bonus scheme in 1994, the LNP have had full control of the council since 2008.

Finance Chair Julian Simmonds defended the lofty payouts, saying the executives were responsible for managing a team of 7,500 staff who delivered $2.9 billion of services and capital works annually.

"We need bonuses linked to outcomes," he said.

"Incentives are awarded when key performance indicators are exceeded such as successful completion of major projects in timely manner within budget, delivering congestion reduction initiatives and exceeding targets for timeliness of responses to residents."

Opposition Leader Milton Dick called for a review of the bonus payouts, saying basic services were not being delivered across the city.

"I don't care who introduced or awarded these payments. The fact is, it's not right and its not something I support," he said.

"When grass in parks isn't getting cut, trees are overhanging across the city without basic maintenance and potholes aren't being filled, it goes to show the wrong priorities of the LNP council."

Cr Dick took home a wage of $194,801 last financial year, but argued the breakdown of his salary was publicised along with all other councillors.

Lord Mayor Graham Quirk earns $292,211, while an average councillor with no committee duties was paid $177,097.
