Hill crashed heavily at the top of the straight from his mount The Muckle Toon, who then, after falling, appeared to roll over the young jockey.
Paramedics worked frantically on Hill and a decision was then made to airlift the rider to Melbourne after he had not regained consciousness.
Medical advice on Friday night was that Hill was in a critical but stable condition.
So concerned were his fellow jockeys that they made a request to stipendiary stewards to halt the meeting following Hill's fall in race four.
Stewards agreed with the request and the final four races were abandoned.
