The first comprehensive review of the Sydney lockout laws, controversially brought in following the death of Daniel Christie on New Year's Eve in 2013, revealed assaults in the lockout zone had dropped by 40 per cent.

Mr Christie died following an alcohol-fuelled punch. Following the emotional outcry over alcohol-fuelled violence, the New South Wales government moved to introduce 1.30am lockouts, 3am last drinks and a ban on takeaway alcohol after 10pm. New liquor licences were also frozen.

The Newman Government also moved to make changes, but after an extensive consultation period, decided to concentrate on education and increased penalties rather than introduce curfews and further restrict licensed premises.

That approach was welcomed by hoteliers and groups such as 'No Curfew', which argued lockouts and curfews not only punished the majority of well behaved revellers for the bad behaviour of a few, the measures created other issues, by sending crowds of people out in to the street en masse.

The Sydney results found that not to be case, but the Queensland Labor Government wants to go one better by restricting shots and enacting earlier lockouts.

It will seek to lock patrons out of licensed venues at 1am, ban shots at midnight and call last drinks at 3am. Like the LNP it will also look to give police powers to breathalyse the inebriated and ban people from entertainment precincts.

Labor wants to more closely mirror the 'Newcastle solution', which Attorney-General Yvette D'Ath said had proven results.

"[The experience] in Newcastle over a longer period showed that 3am [and later 3:30am] closing reduced assaults reported to police by 37% and reduced night-time injury-related hospital emergency department presentations by 340 per year," a spokesman for the minister said.

"Not only that, but research shows that not only has there been a significant increase in liquor licences since Newcastle implemented their package of interventions but that people actually spent more."

Groups such as No Curfew will continue to fight against any change.

A spokeswoman for the Opposition said the Newman Government Safe Night Out Strategy, "which took months to conceive and was the subject of broad consultation" deserved longer to prove its effectiveness.

The government is yet to introduce its legislation.
