Kingsford Smith Drive is expected to be widened from four to six lanes by 2019.
On Friday, the Brisbane City Council said the shortlisted teams for the project were Lend Lease, RiverLinQ, Riverway and RiverReach.
The groups will now assemble detailed bids, with the winner to be determined before the end of the year.
"They are an excellent group that will bring the benefit of a wide range of experience, specialist expertise and innovation to this project to help us to deliver the best outcomes for Brisbane," Lord Mayor Graham Quirk said.
The road widening project, from Breakfast Creek Road at Albion to Theodore Street at Eagle Farm, is set to begin in early to mid 2016.
The RiverLinQ team comprises Spanish company Acciona, which is involved in the Legacy Way project, and Australian construction company Seymour White.
Brisbane's BMD Constructions and Sydney's Leighton are involved in the Riverway bid, while RiverReach is a combination of France's Bouygues Travaux Publics and Victorian company McConnell Dowell.
A council spokesman said four bidders didn't make it to the final shortlist.
