It was Attorney-General vs Attorney-General in the Queensland Parliament on Thursday morning, with Yvette D'Ath accusing her predecessor Jarrod Bleijie of thinking "the rules don't apply to him".
Mr Bleijie tabled Crown Law advice he had sought while the state's first law officer, about donation declaration threshold limits.
The LNP government hitched the state's declaration to the federal index limit, which saw it jump from $1000 to $12,800 based on the advice.
The Labor government is now seeking to drop the limit back in legislation it wants to make retrospective.
The legislation is due to be debated on Thursday afternoon.
But Ms D'Ath said Mr Bleijie should no longer have had access to the Crown Law advice he used to shore up his position on the issue, in a submission to the parliamentary committee reviewing Labor's legislation.
"The Ministerial Handbook is clear, upon a change of government any ministerial records are to be transferred to State Archives," Ms D'Ath told parliament.
"There are also strict guidelines about when former ministers are entitled to access ministerial records. They allow documents to be accessed in certain circumstances but these documents cannot be retained.
"That means copying the document or publishing the document is a breach. One type of document that clearly falls under the definition of a ministerial record is Crown Law advice.
"It seems the Member for Kawana doesn't think these rules apply to him.
"... But what more can we expect from the former Attorney-General who took so little heed of proper process and maintaining confidences during his time as the state's first law officer?"
Ms D'Ath then charged Opposition Leader Lawrence Springborg with investigating if any other former ministers had retained confidential documents.
"Will he [Mr Springborg] today, hand over all ministerial records that are inappropriately in the possession of Opposition members?" she asked.
"And will he guarantee that he and his colleagues do not have more ministerial records in the their position, in breach of the Ministerial Handbook and the Public Records Act?"
But Mr Bleijie did not seem fazed by the attack.
In a statement, he accused Ms D'Ath of attempting to "muddy the waters because there is legislation in the house with a legal cloud over it".
The parliamentary committee which reviewed Labor's integrity bill could not come to a decision on whether or not it should be passed, with the Crown Law advice about the donation limit, and the possibility unhitching it could be against the Constitution, one of the reasons for the indecision.
"In the spirit of openness and transparency, the Attorney-General should table all the advice she has received so the people of Queensland can be properly informed," Mr Bleijie said.
