Attempting to come in hard against the federal government's latest budget, state Labor had some mixed messages for the Queensland public.

There will be no cuts to jobs and services over the next three years, as Labor will meet its election commitments, Treasurer Curtis Pitt said.

But Health Minister Cameron Dick said he "can't rule anything out".

"The impact for these cuts won't just be for the next year," Mr Dick said.

"It will be for the next decade. Tony Abbott's budget locks in $11.8 billion worth of cuts for hospitals and health clinics around Queensland.

"Tony Abbott's refusal to honour his election commitment, means there will be a cut to jobs and services to Queensland.

"Let me be the bearer of Tony Abbott's bad news in this budget.

"Queenslanders will wait longer for surgery, they will have to travel longer distances for treatment. I can not rule out a reduction in jobs and services in the health system in Queensland because of these cuts."

But Mr Dick said the government was "committed to our election commitments", which included 400 new nurses and no forced redundancies. Which meant cuts and services over the next three years would be ruled out.

"I'll make this clear," Mr Dick said.

"We are committed to our election commitments, we are committed to that.

"The government will deliver on those election commitments.

"But as the money runs out of the system, I can't guarantee that we can continue to grow the system the way it needs to grow for an ageing and growing population.

"My commitment is to keep people in employment, to keep our hospital and health services delivering the services they need, I will do that.
But as the growth funding diminishes, I can't rule anything out to ensure that we deliver the best health service in our state."

But Opposition Leader Lawrence Springborg welcomed the budget and said it was "positive" for Queensland and had left Labor with "no more excuses".

Despite both former Treasurer Tim Nicholls and former Premier Campbell Newman fighting against the cuts to education and health set down in the forward estimates by the 2014 budget, Mr Springborg said there had been a "massive $5.6 billion increase to the GST", and made mention of his new favourite line linking Premier Annastacia Palaszczuk's government to besieged Cook MP Billy Gordon.

"All we have seen from Labor is scare-mongering and crocodile tears, but the facts speak for themselves," he said in a statement.

"The Palaszczuk-Gordon Government's attempt to use the federal budget as an excuse for not having a plan of their own will no longer wash with Queenslanders."

But Mr Pitt said the government did have a plan - to implement the "third option".

"We are committed to delivering all of our election commitments, and we will do that," he said.

"What we will be doing, of course is, showing the people of Queensland the third option which was not presented by the previous government.

"That is the option of growing the Queensland economy.  That is absolutely central to what we will be doing in government."

Premier Annastacia Palaszczuk was a little clearer.

"There will be no job cuts, but I am concerned about service delivery," she said.

"Service delivery that is essential in our hospitals and health services right across this state.

"When we are looking at over $11 billion in cuts, Tony Abbott must come to Queensland and explain to Queensland families why he has let them down."

The Queensland budget will be handed down on July 14.
