While interest groups and critics are at odds when it comes to naming highlights, there is one point everyone seems to agree on.

The first 100 days of Annastacia Palaszczuk's government stands in marked contrast to the first 100 days of her predecessor.

Director of Policy and Advocacy for the Chamber of Commerce and Industry Queensland, Nick Behrens, labelled this government's style as a "steady-as-you-go approach", comparing it to the "flurry of activity" Campbell Newman embarked on.

"The former Newman Government set out an ambitious reform agenda with an action plan for its first 100 days and further six-monthly and then yearly action plans that identified key deliverables," Mr Behrens said.

"Queensland businesses applauded that approach because it provided clarity around what to expect over the short term.

"Queensland businesses are yet to see decisive policy action, with the focus of the Palaszczuk Government setting up new inquiries and winding back changes made by the LNP to political donation, workplace health and safety laws, workers compensation and public sector operation.

"Delaying the deregulation of electricity prices for south-east Queensland also suggests an over-cautious approach to reform.

"Given the challenging trading conditions, with elevated unemployment and weak consumer spending, the last thing businesses need is a policy vacuum."

The Queensland Council of Unions, unsurprisingly, saw things in a more positive light, highlighting the proposed amendments of the Industrial Relations Act, which will restore conditions removed by the previous government  changes to political donations and reinstating the Skilling Queenslanders for Work program as achievements.

"The first 100 days of the new Palaszczuk Government stand as a stark contrast to the similar period under the Newman LNP Government," QCU President John Battams said.

"It has been a much more considered, consultative, and positive approach compared with the Newman Government's hysterical claims around debt and the need to slash and burn.

"The Palaszczuk Government wants to leave people alone and get on with the job of governing Queensland, as opposed to the Newman Government's obsession with attacking various groups and dividing society."

But the government's biggest critics, the LNP Opposition, saw a government "stranded".

"Since Labor took office, business confidence is down, unemployment is up and the Government's self imposed infrastructure freeze is biting," Lawrence Springborg said.

"For Queenslanders wanting improved services, Labor has scrapped the hospital wait-time guarantee. It's planned power merger is in limbo with doubts about frontline jobs and the impact on our power bills.

"...Queenslanders want leadership, jobs and opportunities. Not a government that has stalled at the starting block."

CCIQ believes the first 100 days of the Palaszczuk Government has so far been one of review rather than reform, but this can work in its favour provided it stays true to its consultative approach.

The Palaszczuk Government has shown a strong desire to establish a productive working relationship with the Queensland business community.

Legislating the reinstatement of a payroll tax rebate for apprentices and trainees and seeking business input in establishing the Red Tape Reduction Advisory Council certainly reinforces this.

It has been a steady-as-you-go approach and is in stark contrast to the flurry of activity in the first 100 days of the former Newman Government.

Businesses can be somewhat critical of a new government launching various inquires as it can signal government is in a holding pattern.

But CCIQ believes it can help bolster credibility if the State Government takes action on suggested changes and uses process outcomes to support its broader policy agenda.

We now want the State Government to transition quickly to put in motion its economic growth and jobs creation policies.

The Queensland business community is looking for expediency in decisions regarding major infrastructure projects.

While it is vital that major developments undergo rigorous assessment for project approvals, the Queensland Government needs to be more mindful of the time and cost impacts on business and address unnecessary delays with its processes.Investors will quite simply spend their money elsewhere if we don't make it easier to get project approvals in a timely and efficient manner.

The state budget must also set the tone for policy action and reform over the next three years.

We will be looking for the State Government to stay true to its commitment not to introduce any new taxes, fees or charges in this term of government.

Small businesses are notably upbeat following announcements in the 2015 Federal Budget and it is opportune for the State Government to give further momentum to this positive sentiment through a fiscally responsible budget measures that ease the cost of doing business in Queensland.

Ultimately it will be the state budget that forms the first definitive views by the business community around whether this State Government is business friendly one.

The federal budget has seen big funding increases for the state in education, health, and GST payments, but the Palaszczuk-Gordon government bungled its response with the Health Minister warning of jobs and services being cut.

For Queenslanders seeking accountability, labor has decided to accept the vote of disgraced Cook MP Billy Gordon.

For the business community seeking certainty and incentives, labor has canned uranium mining. It was the LNP that proactively put ethanol before Parliament.

The LNP has set a positive Parliamentary agenda with mental health a priority, while the Palaszczuk-Gordon has been consumed with retribution changing political donation laws and making them retrospective.

Queenslanders want leadership, jobs and opportunities. Not a Government that has stalled at the starting block.
