While the club is yet to confirm any changes, Fong told News Corp he would stand down from his position but would likely remain on the board, with his preference for his chairperson replacement to be Brisbane-based.
Fong splits his time between Australia and Jakarta, the Bakrie Group's base.
Football director Ken Stead and general manager Sean Dobson have departed the club in recent weeks, with the club looking for new leadership amid an increasingly poor financial position.
The Bakrie Group is in talks with investors to sell a share of the club, which it has owned outright since 2011.
Football Federation Australia (FFA) has publicly dismissed reports it is readying to take over the club despite its debts.
Brisbane Roar is also yet to secure a long-term head coach, with interim coach Frans Thijssen ending his tenure after the June 3 match against Spanish side Villarreal.
Fong had told Fairfax Media a coaching announcement would be made by the end of this month.
