The shadow of 1 William Street, the so-called "tower of power" looms larger every week across  the Queensland Parliament, but after railing against the project, instigated by the Newman Government within a year of winning the 2012 election, Labor claims it is searching for a way to avoid moving into it.

But options are limited.  The project, designed to be completed by 2016, is being constructed as part of a public-private partnership deal which the Auditor-General reported would end up costing Queensland $1.14 billion over 15 years to lease 75,000 square metres back from the developer.

The previous government sold more than $820 million worth of property across its three years in power, including CBD buildings, with the plan to move the majority of the city's public servants into the new office tower.

Former Treasurer Tim Nicholls said at the time, the new building would save the state money, as it would cut down on other leasing costs.

The Executive Building, opened by Joh in the 1970s and showing every moment of its age, is due to be razed as part of the Queen's Wharf casino development which was launched by the Newman Government and is now under consideration by the Palaszczuk Government.

The probity process is ongoing, with bids led by Echo Entertainment and domestic rival Crown Entertainment shortlisted for the CBD space.

A decision on that is due within months. In the meantime Labor has still not committed to moving into the William Street tower upon its completion.

"We are still looking at options," Deputy Premier Jackie Trad said.

"We are having discussions and we haven't made a final determination yet."

Premier Annastacia Palaszczuk said in March she had asked her department whether there was any way to keep the monolith George Street Executive Building, but with the proposals showing it knocked down to make way for a road, parks and an integrated resort development, it appears unlikely.

But Ms Trad said the William Street building was an "on-going liability" that would leave an on-going hole in the forward estimates.

The hunt for a solution continues.
