Ferguson, who made his Blues debut in the 2013 series opener but was axed after being charged over an incident the night before the players were due in camp for Origin II and banished from the NRL last season, is understood to have already been pencilled in as 18th man for the July 8 decider in Brisbane but may now start at right centre in place of Jennings.

While Jennings has been stood down from Monday night's match against St George Illawarra and faces a fine of up to $10,000 from the Roosters, neither the NRL integrity unit or NSW coach Laurie Daley have ruled out further action after he was arrested at 2.30am on Saturday at Parramatta and charged with offensive behaviour and hindering police.

Daley, who will also be sweating on the grading of a dangerous throw charge against interchange forward Josh Jackson, faces a dilemma after previously making a stand over off-field behaviour by dumping Roosters halfback Mitchell Pearce from the opening match of last year's series following his arrest outside a Kings Cross nightclub.

Despite not being charged by police over the incident, Pearce was also suspended for one match by the Roosters and fined $20,000 but he was available for Origin selection.

Fairfax Media has been told that Daley is disappointed that Jennings has placed him in such a position at a time when his sole focus should be on plotting to retain the State of Origin shield won last year but he wants to be able to consider all the information about the incident before making a final decision on the 27-year-old's fate.

While Jennings was man-of-the-match in last Wednesday night's 26-18 win at the MCG, Ferguson and South Sydney's Dylan Walker are ready-made replacements if he is overlooked.

Walker was in camp for Origin II and on standby until the warm-up after Canterbury centre Josh Morris suffered a back injury on the eve of the match but Ferguson has previous Origin experience and his size may also be an advantage.

Morris usually plays left centre for the Bulldogs but has been given the responsibility in the first two Origins to mark Greg Inglis and has played on the NSW right edge alongside winger Will Hopoate.

However, the absence of Billy Slater due to season-ending shoulder surgery is expected to result in Inglis moving to fullback and either Will Chambers or Dane Gagai playing left centre for Queensland.

Ferguson will line up at right centre against the Dragons on Monday night after making a successful comeback from an ankle injury last weekend in Auckland to score the match-winning try in the 25-21 defeat of the Warriors.

The match was only Ferguson's fifth since being allowed to return to the NRL this season after being sacked by Canberra in 2013 but before being injured it is believed he was on track for selection in Origin I.

His recall for the Blues would be a remarkable redemption story after initially being sentenced to jail for indecent assault before being given a two-year good behaviour and exiled from the NRL for 12 months.

With the help of cousin Anthony Mundine, manager Khoder Nasser and the Roosters, Ferguson has managed to turn his life and career around.

Roosters coach Trent Robinson said he was "disappointed" that Jennings was out drinking three days before a match but didn't believe he should lose his place in the NSW team over the incident, which police said started when they stopped a man [not Jennings] kicking a boom gate and the Test star allegedly approached them "in an aggressive manner".

"I think that is up to [Daley] but it is more of a small issue with the Roosters," Robinson said. "A few nights before a game ... he definitely wasn't in a bad way but he'd had a few beers and that isn't in line with what we do, so he won't play on Monday night.

"This is an issue because it's an Origin player who went really well the other night. But I think being stood down from an NRL game and being fined is enough punishment."

Meanwhile, St George Illawarra second-rower Tyson Frizzell or Newcastle's Tariq Sims are believed to be the players under consideration if Jackson is suspended for more than one match over his lifting tackle on Penrith's Jamie Soward on Saturday night.

Any charge higher than a grade-one dangerous throw would require Jackson to mount a successful challenge at Wednesday night's judiciary.
