The Blues could potentially slide three or four spots down the first-round order next year because of owed points, depending on where picks are made for the pair.

The new bidding system is being introduced in order to make clubs pay a fairer price for father-son and northern academy players, particularly those considered elite talents.

But it could create a major dilemma for those who happen to have two or more players rated second- or third-round players in one year, as the Blues may this year.

Silvagni has less exposed form than Rice - who could also nominate as a father-son pick for St Kilda - but both players could conceivably end up slotting into the top 30 in this year's weak draft.

The Blues and other clubs have expressed concern that a club's first round pick could lose so much value when the players it has matched bids for were not rated in the top bracket.

They believe the system should provide greater encouragement for clubs to take father-son picks past the first round and that they should not be penalised for it.

While academy clubs could have access to talented players every year - the Giants have two potential top 10 picks this year and Sydney one - clubs gain father-son players far less often.

Under the new system, each draft pick is assigned a certain number of points and clubs must use their own points to "match" bids made for the academy and father-son players they nominate.

A discount of 20 per cent is applied for clubs matching first-round bids, with a fixed 197-point discount applied from the second round down.

Should 15th-placed Carlton finish where they currently sit and match bids made at 25 and 29 for Rice and Silvagni, the Blues would be left owing a few hundred points in the 2016 draft.

That total could change slightly given the draft order will be affected by picks slotted into the order as free agency compensation, and so on.

Any points Carlton owes would be subtracted from their first pick. Depending on where the Blues finish in 2016, that could mean their first pick moving from, say, 4 to 7 or 8, a significant slide in most draft orders.

Should clubs bid picks 37 and 40 for the pair, the Blues 2016 draft would not be affected but their fourth round pick would be moved further down the order.

A bid made before pick 21 for either boy would mean the Blues would start matching the bid using their second-round pick and that they would be able to cover both players in the one draft.

Silvagni is the son of Carlton list manager Stephen and is playing his first year in the under-18 system. His best performance of the national championships was a six-goal game for Vic Metro in early June.

Rice, the son of Dean, has put together a solid championships playing in defence for Vic Country.

Carlton can also consider Jake Bradley, the son of Craig, this year. He has been playing for the Northern Knights in the TAC Cup.
