Blair knocked out Gold Coast Titans half Kane Elgey in the 43rd minute of Friday night's match, with a late hit on the youngster.
Had the Broncos decided to contest the charge, Blair would have risked a three-week suspension.
Joe Ofahengaue will likely be his replacement in the side to face Manly, after swapping in and out of training with Blair on Tuesday.
Broncos fullback Darius Boyd praised Blair on Monday for the leadership he has brought to the club from the Wests Tigers.
"He's been a key player for us this year in the forward pack and he really dominates the ruck," he said.
"It's just his leadership.
"He does a lot of extra efforts that the media and the public probably don't see and we definitely appreciate it."
Blair will miss the Broncos' matches against Manly on the Central Coast and the Bulldogs at home, returning for Brisbane's clash with St George on August 14.
Centre Jack Reed will return from a one-match suspension to face the Sea Eagles on Saturday.
