The winner will be announced this week and will win a hand painted Johnny Williams art piece supplied by Mirndiyan Arts.
There were more than 7000 entries.
Mornington Shire Mayor Brad Wilson said the competition was about showing off and sharing the isolated Wellesley Islands with the mainland.
Finalist Garth Hughes entered a photograph of a sunset he took at Gold Cliffs two years ago.
“I was told the sunsets there were pretty spectacular, and quite romantic, and my information was right,” Mr Hughes said.
“This one has the sun just above the horizon giving a spectacular orange glow in the sky.
“You can see, just, a boat in the foreground where someone was either enjoying some fishing or the sunset, or both.”
