The recommendation, if accepted by the Palaszczuk government, would further restrict alcohol sales in the state after originally excluding those liquor stores that already had a licence to trade beyond 10pm.

The bipartisan Legal Affairs and Community Safety Committee couldn't come to a decision on whether to pass the bill or not, a common occurrence since the rebalancing of parliamentary committee membership, but it did recommend a review of the laws, if they did manage to pass, after 18 months.

Its members also want "appropriate data" on alcohol-related incidents to be collected and made available by Queensland Police, health agencies and the Queensland Ambulance Service.

But committee chair Mark Furner said that wasn't an admission that the opposition was right when it claimed there was not the evidence to support Labor's push for the laws.

"It is about more data, it is not necessarily about there not being data that is available at present," he said.

"It's more data that we are seeking, as you do, when you do evidence-based examinations like the committee has done, we need more of that available."

Mr Furner said expert testimony presented from medical professionals and academics convinced the government members on the committee to pass the laws.

But it didn't convince opposition MPs, who included a "statement of reservation" with the committee's report, voicing concerns "the approach adopted in this bill won't have the desired outcomes of reducing alcohol-fuelled violence in all its forms" across Queensland.

"We also believe that the issue of recreational, illicit and synthetic drug-fuelled violence has not been adequately addressed as part of this debate," the non-government members reported.

Before the report was handed down, Opposition Leader Lawrence Springborg said the LNP was yet to be convinced Labor's approach was the right one.

"People presenting to emergency departments are intoxicated, not only with alcohol but with drugs, and a lot of those people have actually put themselves in that state out in the suburbs, in the house parties, or just in a backyard party somewhere around the state," he said.

"So, we've got a situation here where this government has not been able to provide the evidence quite clearly to indicate that Queenslanders are going to be safer as a consequence of this because they are dealing with one small part of the problem, not the whole problem.

"Unless you have a holistic approach and it is consistent across the whole state it won't work."

But the government plans to move ahead with its laws, which need the vote of at least one more member of the cross bench to pass.

As for the definition of liquor, whether whisky bars will still be able to serve their wares on the rocks and other regulations, the government plans to work that out after the bill has passed but before it comes into effect in July.

With independent Billy Gordon having announced his intention to vote no on the laws, their success will come down to the two Katter Party MPs, with Labor one vote short of the majority it needs to pass its legislation.
