Norman was the seventh NRL player sin-binned this season after holding back North Queensland five-eighth Michael Morgan as they raced to get to a Johnathan Thurston grubber kick into the Eels' in-goal in the 66th minute of Saturday night's 32-16 loss in Townsville.

Parramatta led 16-14 at the time but were no match for the Cowboys with just 12 men and Arthur said afterwards he would seek an official explanation for a decision by referee Gerard Sutton that he claimed had robbed fans of a good contest.

While it is unlikely Arthur will face a fine for his outburst at the post-match press conference, Archer will tell him that Sutton got the call 100 per cent right after referring the decision to the NRL bunker to rule on whether Morgan should have been awarded a penalty try.

Sutton had to warn Parramatta captain Kieran Foran about players swearing at him, while a furious Norman yelled in his face: "What, I was trying to get to the ball."

However, Archer left no doubt three weeks ago that he expected referees to sin-bin players for a professional foul when he gave leading referee Matt Cecchin a week off after his failure to send-off Guerra for holding back Warriors forward Ryan Hoffman in the Roosters' round-five golden-point loss in Gosford.

Archer said afterwards that Guerra should have been sin-binned and the incident involving Norman was similar in that he appeared to hold back Morgan as he attempted to score a try.

Guerra grabbed Hoffman's jersey as he raced Roosters fullback Lattrel Mitchell for a kick into the in-goal, but Archer said a penalty try couldn't be awarded as match officials couldn't be sure the Warriors backrower would have scored.

The NRL bunker ruled the same way on Saturday night as officials could not be certain that Maguire would have beaten Norman and Parramatta fullback Michael Gordon to the ball and grounded it for a try, but there was no doubt the actions of the Eels' five-eighth warranted a sin-binning and penalty.

Despite criticism by Arthur and Foran that referees weren't consistent with their use of the sin bin, Norman was the seventh player sin-binned this season and the fifth for a professional foul.

Melbourne centre Richard Kennar was sin-binned last Sunday for impeding Wests Tigers backrower Chris Lawrence, while team-mate Will Chambers (round four), Canterbury secondrower Josh Jackson (round five) and Cronulla winger Sosaia Feki (round two) are other players to spend 10 minutes in the sin bin for professional fouls this season.

Canberra centre Joey Leilua (punching) and Melbourne prop Jordan McLean (repeated infringements) were also sin-binned in round two.
