The news comes as NRL chief executive Todd Greenberg responded to recent criticism of the bunker and match review committee, announcing former Panthers coach Ivan Cleary would assist with matters relating to match review, judiciary and refereeing.

Cleary plans to speak to all coaches to gain an understanding of their frustrations over the officiating of the game before starting his consultancy role with the NRL later this month.

One of the most respected figures in the game, he is expected to be the middle man between coaches and officials and will work closely with the bunker to minimise the frustrations of the coaches.

"I aim to get a more accurate line of feedback from the coaches and what they are experiencing as well," Cleary told Fairfax Media. "That's what I want to do. I want to talk to them and get an understanding of their frustrations and provide some constructive feedback that will help everyone involved. I'll probably go into the bunker one day a weekend, and given the bunker is connected to the match review committee now, I'll be doing a bit there.

"At the moment after they finish their game the coaches talk to Tony Archer, there are also coaches meetings, but hopefully I can provide an avenue that's a bit more detailed. I'll be able to see some patterns emerging and maybe coaches will feel like it's a better avenue to get their points across and make some changes. At the end of the day Todd is looking for some feedback and I'm in a position where I can provide that in order to get better."

The decision to appoint the former Warriors and Panthers coach was backed by the clubs.

"I think it will be good," Cowboys coach Paul Green said. "He's a pretty measured bloke and a pretty good coach. He got coach of the year a few year's back so he'll be good for the game."

Greenberg, who sought out Cleary for the role, said the appointment would give coaches reassurance the NRL was conscious of their points of view.

"Ivan is one of the most experienced coaches in the game and he has a great feel for what the clubs want from our match and judiciary officials," Greenberg said.

"So our coaches can now be assured that we are getting input from someone who has a real feel for the game from the coaching perspective."

The recommendation to play five minutes extra time each way for all finals matches before going to golden point was put forward to the game's competition committee.

It was also determined that the NRL match review committee would now hand down its charges within 24 hours of the match starting from round 10 to allow clubs time to prepare decisions.

There will also be an increase of match reviewers from one to two to provide a different perspective given the inconsistency around some of the charges in 2016.

The coaches also encouraged referees to back their on-field calls and restrict the use of technology for incidents of foul play, which will also be put forward to the competition committee to consider.

"I thought the meeting was good," Green said. "I won't go into specifics but I think they are good and worthwhile having. It's good for the game and coaches to get together to discuss and debate things. That's healthy for the game in general."
