AFL chief Gillon McLachlan is lobbying 32 of the 34 banned current and former Essendon players to approve the public release of the AFL anti-doping tribunal's full report.

While officially blocking on Friday the release of six of the seven documents independent Victorian senator John Madigan had wanted in relation to the injecting program, Australian Sports Anti-Doping chief Ben McDevitt revealed McLachlan was in favour of the release of the March 31, 2015, findings where the 34 provisionally suspended players were initially cleared to return to football.

The AFL, ASADA and two of the 34 players through their legal counsel had agreed for the report relating to the case to be made public, but the remaining players did not.

An outline of the findings was made public, but not the evidence given by all parties.

McDevitt appeared before Madigan and a Senate estimates committee in Canberra on Friday.

Madigan wants the document relating to that in-camera anti-doping hearing to ensure it was "a fair process, a fair trial" and to examine the "methodology". He believes the players have not been treated fairly through most of the saga.

The tribunal ruled that it was not comfortably satisfied the players had been administered the banned drug, thymosin beta-4, by sports scientist, Stephen Dank.

McDevitt said his view "in relation to that particular document is not as strong as in relation to the other documents which contain so much material which are still ongoing".

"You will recall that I am on the public record that when the AFL Tribunal released its decision on March 31 last year ... the very next day I actually asked for, called for that particular document in relation to finalised matters, the decision and the reasons in relation to those matters - not the second instalment which was the Stephen Dank instalment - I said that I was comfortable and I thought it could be released, in my view," he said.

The World Anti-Doping Agency appealed the tribunal's findings, and the players were eventually suspended for a year by the Court of Arbitration for Sport. They are appealing this.

McDevitt said all parties had needed to consent to the document officially being released - parts of which have already been leaked to the media.

"As recently as today I have spoken with the CEO of the AFL in relation to that particular document and he has advised me that he continues to reach out to the other 32 players through their legal representatives in order to see if they would consent to that document being released. The minute that consent comes ... it can be immediately published by myself or the AFL," he said.

"I am also very aware that selected parts of that document, unfortunately, have already been made public through the media."

Madigan was only awarded a copy of the 2008 independent review of ASADA commissioned by former sports minister, Kate Ellis. This was released on Friday by the Federal sports minister.

McDevitt said there were "solid legal and policy reasons" why the remaining six documents should not be released. These included final report of ASADA's investigation into the Bombers, dubbed Operation Cobia and the review of that operation by former Federal Court Judge Garry Downs for former sport minister Peter Dutton.
