NSWRL chairman George Peponis on Friday cast aside questions about Daley's tenure, declaring his deal would be honoured, but the positions of Daley's adviser Bob Fulton and assistant coach Matt Parish are less certain.

While Daley is contracted until after the 2017 series it's understood Fulton and Parish do not have deals for next year and their positions will be among those scrutinised in the end-of-season debrief.

"Everything is on the table at the end of the year basically," Peponis said. "'Bozo' [Fulton] in particular hasn't been brought up, we haven't discussed it. But the whole State of Origin [set-up] will be looked at.

"It will be all encompassing. Everything will be discussed. We'll sit down at the end of the year and all of that will be discussed and try and see which is the best way forward."

Peponis confirmed Daley would see out his contract regardless of the result of this year's third match, a dead rubber, in Sydney on July 13.

"We will honour that contract," Peponis said. "[Daley's future] won't even be considered until the end of the 2017 State of Origin series."

As for Fulton, if he was to move on after this campaign it would bring to a close a near two-decade run as either a NSW selector or an adviser.

There has been confusion at times about the specifics of his role. It was widely assumed the Manly consultant was behind the controversial elevation of Dylan Walker to the team for Origin I but Daley took public ownership of that and Peponis reinforced on Friday that it was the coach who picked the team and was accountable for it.

"I'm assured that Bozo is there purely as an adviser, he's not a selector," Peponis said.

"Ultimately Laurie gets the final say on the team. It's Laurie's team as far as I'm concerned and Laurie is the one that is responsible for it."

The foreshadowing of the wide-ranging review came as former NSW selector Bob McCarthy called for the re-introduction of a selection panel to choose Blues squads six years after the traditional model was scrapped.

"In the old days selectors used to select, coaches used to coach and managers used to manage. We've just gone a different way and it hasn't proved to be successful," McCarthy said.

Since the rubber-stamping of recommendations from Brian Canavan's 2010 report into the NSW Origin machine – an exercise that followed the first five Queensland series win of their past decade of domination – the selection power now rests almost exclusively with the head coach, with a chief adviser offering counsel.

Daley has been criticised for his loyalty to particular players in spite of results – with the argument made in some quarters that he may be too close to some. Proponents of the current selection model say the head coach would almost always get the team he wanted when a selection panel was in place anyway but McCarthy believes more consultation is advantageous. He is not advocating for a return to the job himself having been on the last panel, alongside Daley, Fulton and Geoff Gerard, before it was disbanded.

"I think we should have a selection panel, bloody oath. If you've resources, use them," McCarthy said.

"I think they should bounce ideas off a few more [ex-]players, especially blokes who have been around for a while. Blokes like Brad Clyde, Mick Cronin, Ben Kennedy."

Peponis said there had been no consideration at board level to returning to the old system but the selection process would come under the broad terms of the end-of-year debrief.

"We decided that the head coach is basically responsible for the team and I don't think there has been any discussion that that shouldn't be the case," he said.

"It's something that hasn't come up but it's something that we'll look at at the end of the year."

The result of last year's NSW debrief was to minimise Daley's support staff.
