Come Friday, Queensland's pubs, clubs and bars will be obligated to stop serving alcohol from 2am, unless situated in a designated 'safe night' precincts, which covers the majority of the state's entertainment districts – there, alcohol can be served until 3am.

"Rapid intoxication drinks" will be banned from the Cinderella hour, with the government determining those to include "shots, shooters, bombs, blasters, test tubes and jelly shots", pre-mixed drinks with more than 5 per cent alcohol volume and drinks with more than 45 ml of sprit or liqueur.

But not cocktails, in a nod to complaints from small bars and restaurants, including whisky bars, which believed the coming ban would be unfair to their business.

Lock-outs are coming – but not until February, after negotiations with the Katter Party to give businesses more time to prepare.

Attorney-General Yvette D'Ath said she believed the government had got the balance right.

"Research shows that four in every five Queenslanders support pubs, clubs and bars not being able to serve alcohol beyond 3am," she said in a statement.

"A survey by the Foundation for Alcohol Research and Education (FARE) also found that more than half of Queenslanders felt the city or centre of their town was unsafe on a Saturday night, and of those people, an overwhelming 92% said alcohol was to blame.

"Our package of laws is designed to encourage people to feel safe enough to go at night and enjoy the diversity of Queensland's entertainment and nightlife options.

"The opinion of Queenslanders is clear, and the evidence is clear about the benefits laws like these create."

But those in the industry – and those who enjoy it – disagree.

A protest is planned on Sunday to highlight the exemption of casinos from the laws, which the government says is fair, given alcohol service is not a casino's main trade, and the additional levels of security found within those venues.

But organisers, including 'No Curfew' and 'Keep Queensland Open', which were created in response to the coming laws, said the exemptions created an unfair advantage, repeating their concerns the coming slate of legislation would "kill" the state's nightlife.

Nightclub owner Nick Braban, who also serves as secretary of the 'Our Nightlife Queensland' lobby group, said the industry would continue to fight the changes, with the focus on stopping the 1am lockout.

"We have a number of months before the really contentious part of the policy-the 1am lockout - would be implemented," he said.

"We will continue to talk to all stakeholders and try and find a resolution that won't cost this state jobs, economic activity and most importantly cultural output."

Mr Braben said the changes were already having an impact.

"Staff are this week seeing a post 1 July roster for the first time, with a large amount having experienced up to a 25% reduction in hours across the weekend," he said.

"This means for some $120 less in the pocket for a week's work.

"Nerves are frayed, and young people are worried about how they will pay the bills.

"On the business side, we have already seen one closure, and expect more over the coming 12 months. "Revenue forecasts across the valley for example are indicating a 12-15% reduction in the initial quarter of the financial year. Some small businesses simply won't be able to ride this out, and will inevitably close."

Sydney's lock out laws, which were put in place in March 2014 following a spate of drunken violence incidents and deaths, have remained the subject of debate, with many within the industry pointing to the legislation as the reason for a number of venue closures.

The Sydney laws differ to Queensland's in that NSW established a new CBD entertainment precinct where the laws apply, while venues outside that area are not covered by the legislation.  Queensland's legislation is state-wide.

The Brisbane rally against the laws will begin at 2pm on Sunday outside Reddacliff Place.

The facts:

From next Friday, July 1, liquor service hours will be reduced to 2am state-wide, except in safe night precincts where alcohol can be served until 3am.

In all venues, the sale or service of rapid intoxication drinks will end at midnight.

The drinks that will be banned include:

• shots, shooters, bombs, blasters, test tubes and jelly shots;
• drinks containing more than 45 millilitres of spirits or liqueur; and
• pre-mixed drinks that contain more than 5% alcohol by volume or more than 2 standard drinks.

The ban will not include cocktails, provided these cocktails:

• are listed on a cocktail menu;
• are not designed to be consumed rapidly; and
• are not sold for less than the price listed on the cocktail menu.
