Katter's Australian Party MP Robbie Katter has spent time in two parliaments – one with an overwhelming majority for the ruling party and another where crossbenchers held the balance of power.

He said he knows which one he – and voters – prefer.

"I think the political system was never built for this, to be dominated by two parties," he said.

"It now lacks competitiveness and lends itself to be too heavily influenced by large corporate interest.

"We have been sold this lie that stable government is good government – it might be more efficient government, mean the ruling party can ram bills through faster, but it, in the end, it creates instability, because someone with a strong agenda can push through what they want, and then when they are out of government, the next one comes along and undoes all of that work for their own legislative agenda.

"Having to talk to people and communicate and work to get your bills through is a good thing. When you have a crossbench dominated by a diverse range of people and minor parties, more voices in the parliament, you get better representation, I think.

"And it allows individuals more freedom to serve the electorate rather than the major parties. Under the major party system there has to be discipline so you end up having to vote for something you might not necessarily agree with. If you have a diverse cross bench, you can find others who share your opinion – it gives you a bit more power because negotiations have to occur before things can be passed.

"Admittedly, it is not as efficient. But I think it can bring about a better result. Having said that, it behooves the cross bench and minor parties to work constructively as well – to not over step the mark and be co-operative, for the benefit of the electorate."

Mr Katter said he believed that "more and more voters, particularly those outside the cities are feeling disenchanted with their politicians and ignored".

"I would say that 90 per cent of the people I talk to now share that sentiment. And it becomes a self-manifesting problem, because they shut off and don't want to listen to politicians. They feel like they have been denied a voice by the major parties and when that happens, well, we've seen it.

"You see a people vote in protest even further in the extreme when you deny them a voice. And Brexit is a perfect example. People will send you a very loud message because they are so angry with the system and sometimes, it is further than they may have wanted to go, but they are just so fed-up and frustrated with what they've got.

"People will turn to who they think will listen to them – there is a growing dissatisfaction and in Australia, that has been tempered  a little by the global economic challenges, which sees some people grumble but duck for the comfort of a major party.

"But that dissatisfaction, that anger, that frustration - you can definitely feel it, it is palpable and very tangible in the areas I travel.

"This time around, people decided to send that message with a vote to One Nation. They beat us in the vote, they dominated the protest vote in Queensland. No one can deny that."

Mr Katter said his recent experience in Queensland's hung parliament and the passing of a core KAP policy - a mandated ethanol percentage in fuel - was proof of how broken the two-party system could be.

He said despite both Labor and the LNP expressing support for an ethanol mandate, introduced bills calling for one were defeated three times, including once when the Katter Party "copied and pasted" a bill previously introduced by the LNP while it was in Opposition, which it then voted against while in government.

"When we forced Labor to put it back up in this parliament, the whole house voted for it," he said.

"Not a lot had changed, other than the political climate. That shows you how issues can be distilled down to political games.

"The Queensland Parliament – not everyone is happy. But it does show you how a parliament can operate when it is more competitive. And you couldn't say that it hasn't been productive."

Budget estimate hearings will begin on July 19. Normal sittings will resume in August.
