Deputy Premier and Minister for Justice and Police Troy Grant is seeking an urgent briefing from the Independent Liquor and Gaming Authority (ILGA) with a view to sacking the remaining members of the club's dysfunctional board and appointing an administrator as soon as Monday.

Sharp, one of the disgraced "gang of five" officials sacked from the football club board for his role in the Eels salary cap scandal, outlined his response to the development to leagues club members and media on Saturday night.

In it, he said it had become "apparent to myself and other directors that the relentless leaking, counter-leaking, gossip and media speculation has created an environment where it is impossible for the board to be effective", however he did not take any responsibility for the predicament the Eels find themselves in.

He added: "As chairman I believe that a temporary administrator is the only solution to overcome the political, constitutional and organisational challenges facing our club.

"It is the best outcome for our members, staff and players going forward and I call on all remaining board members to support this club-first initiative."

Geoff Gerard, one of the remaining members on the board, supported the stance.

"I fully support today's decision because it is the right outcome for the club and its members," he said.

"This year has been the most tumultuous in our history but we now have a once-in-a-generation opportunity to undertake constitutional reform that is vital to end the cycle of factionalism that has devastated our club."

Under section 41A of the Registered Clubs Act, ILGA can remove a board and appoint a temporary administrator if, in its opinion, it has ceased to be effective as a governing body. The power is seldom used, with Marrickville RSL the last body to feel ILGA's wrath.

However, the overwhelming evidence suggests Eels directors – who on Friday resolved to appeal the NRL's sanctions of a $1 million fine and the loss of 12 competition points for salary cap rorting – are not fit and proper to continue in their duties.

Parramatta is being investigated by four statutory authorities. The State Crime Command's Fraud and Cybercrime Squad has established Strike Force Rhodium to investigate allegations of fraud committed against leagues club members. ILGA, Liquor and Gaming NSW and the Australian Tax Office are also forensically going over suspicious transactions that have allegedly taken place at the blue and golds.

"The investigation by Liquor & Gaming NSW is ongoing and I eagerly await their findings," Minister Grant said in a statement.

"I will be seeking a briefing from the Independent Liquor and Gaming Authority (ILGA) on Monday as to their view on whether the registered club board is still an effective governing body.

"This decision from the authority would not be taken lightly and I urge all Parramatta and NRL fans to indicate whether they believe the board still has their support."

NRL chief executive Todd Greenberg supported the government's stance, tweeting:  "Lots of questions & concerns re Eels … We strongly support any government move to make the Parramatta Eels strong. Players & fans deserve it!"

Three separate groups are attempting to overthrow the Parramatta regime via an extraordinary general meeting. Each gathered the 101 votes necessary to force the meeting, as required under the constitution, but the leagues club on Friday scuppered the proposals due to "legal" problems. That decision is likely to be revisited if, as expected, the government appoints an administrator this week.

The Eels are effectively operating without a chief executive, chairman or football manager after the NRL upheld its provisional sanctions, including the deregistration of the so-called "gang of five" officials.

One of them, Peter Serrao, supported the move to appoint a temporary administrator.

"Today's action is the circuit breaker this club needs to move forward," Serrao said.

"I became a director because I wanted to see an end to factionalism and I believe this is the best opportunity to address this issue once and for all.

"We were elected on a platform of club first, team second and individual third and by asking the minister to appoint an administrator we are returning to the very principles that the members asked us to display."

Sharp, Serrao, deputy chairman Tom Issa, chief executive John Boulous and football manager Daniel Anderson have until this week to decide whether to appeal the NRL's decision. It is understood that at least some of the directors are intent on fighting to save their positions. This time they will have to foot the legal bills themselves as they will no longer be covered by the leagues club.

It is likely that the next Parramatta Leagues Club election will be brought forward to give the members a chance to install a new regime to oversee the running of the club.
