The changes relate the licencing and testing system to ensure better preparation of riders before travelling on roads.
Changes include completion of a practical pre-learner course before receiving a motorcycle learner licence.
Learner riders will also hold their licence for at least three months before progressing to an RE.
Riders will have to be on their RE licence for two years before progressing to an R licence. This increases the length of time by a year.
R licence holders will be unable to carry passengers for the first year.
Q-Ride standardisation will increase and will focus more on behaviour.
