An independent panel ordered to investigate issues with the 2016 local government elections is yet to be appointed - despite being due to report back this month.

There was a raft of complaints about the local government election, held on March 19, with claims of missing enrolments, people voting in the wrong ward after boundary changes, queues and other issues.
On July 21, Attorney-General and Justice Minister Yvette D'Ath told Estimates Hearings the independent review, headed by three people, was necessary to maintain the public confidence in the election process.
"We do not want this to be a longwinded review," Ms D'Ath said.
"We want it done in three months.
"I would not start the review until the Toowoomba South by-election is declared to give the ECQ time to finish its current work.
"I would expect that the review would be conducted and the panel would report back to me within three months."
The Toowoomba South by-election was held on July 16, with LNP candidate David Janetzki the clear victor by July 18. The Electoral Commission of Queensland (ECQ) declared the winner on July 28.
The panel was due to investigate the conduct of the 2016 local government elections, the referendum on fixed four-year terms and the by-election for Toowoomba South.
A spokesman for Ms D'Ath said the department was "awaiting final confirmation of the expert panel, and an announcement is expected shortly".
"The Department of Justice and Attorney-General is working with stakeholders and the Department of Infrastructure, Local Government and Planning to finalise the names of those who will undertake this review," the spokesman said.
Shadow Attorney-General Ian Walker said if Queensland was to have a "government by continuous inquiry", then they should be done quickly, efficiently and effectively.
"The committee hasn't even been appointed yet to start the inquiry and we wonder what the concern is?" Mr Walker asked.
"Is it that Labor's shortsighted and surprising introduction of compulsory preferential voting in the Toowoomba South by-election is going to cause embarrassment when the committee looks at it?"
The terms of reference for the review included issues arising from the counting process, including allegations of missing ballots, the slow speed of the count and the timeliness of the declaration of seats in cases where the outcome of the poll was already determined.
