The GWS Giants have traded the hard-nosed midfielder to the Saints in exchange for a future second-round pick for the 2017 AFL draft on Friday, after the off-contract midfielder asked for a trade on Saturday.
Steele requested the move in search of greater opportunities after he felt he was stuck behind a raft of gun onballers at GWS.
He played 17 games in his first two season's in the AFL, but the 20-year-old was desperate for more opportunities.
It was a similar situation for Josh Bruce, who left the Giants at the end of the 2013 season and has spent the last two seasons establishing himself as a key player in their young forward line.
The Saints have a similarly young and emerging midfield led by Jack Steven.
St Kilda chief operating officer Ameet Bains said Steele would fill a "key need" for the club looking to return to finals football for the first time since 2011.
"We're thrilled to have Jack join the Saints and with his ability to play both in the midfield and forward we think he'll strongly complement our young, emerging list while filling a key need," Bains said.
"Jack's had some strong performances and at only 20 years' old we think he has a lot of potential to continue to develop and be a quality player for the club."
The Giants said they were disappointed to lose Steele.
"Jack wanted to explore other opportunities and we feel this trade satisfies everyone involved," GWS general manager football Wayne Campbell said.
"While disappointed that Jack is moving on, this trade puts us in a strong position for the 2017 draft to continue to bring in the best talent to our football club.
"We thank Jack for his contribution over the past two seasons and wish him all the best for the rest of his career."
