This follows the release of the latest Commonwealth Bank CommSec report showing that construction in Queensland is sinking at 19 per cent compared to a 10-year average.

Engineers Australia Queensland general manager Ian McEwen said it was time the government "vigorously" encouraged superannuation funds to stimulate engineering and construction projects.

"Without a doubt that is an option that needs to be explored vigorously," Mr McEwen said.

"There are trillions of dollars in Australian super funds," he said.

"And Australian super-funds are interested, no doubt about it."

Mr McEwen said the CommSec report showed construction in Queensland had shrunk by 19 per cent compared to a 10-year average.

"In the 2013-14 year it (construction and engineering) had been $55 billion dollars in Queensland," Mr McEwen said.

"And I agree that was a record high," he said.

"But in the 2015-16 year it is predicted to be just over half of that, under $30 billion.

"So it has just fallen off a cliff."

Mr McEwen said it was widely reported engineers were heading to engineering projects in southern states, "thousands had been made redundant" and engineering vacancies had fallen dramatically.

Mr McEwen said other alternatives must be considered if the Palaszczuk Government did not want to sell under-utilised assets.

"We need to make investments attractive for private superannuation funds and for private industry," Mr McEwen said.

He said the government could also borrow for infrastructure projects or use some form of "value capture", but urgent steps were needed.

"Queensland has lost thousands of engineers to redundancy in the past few years and more are leaving the state every week to seek job opportunities overseas and interstate," he said.

"Things are at a crisis point in this state – and the skills these professionals take with them will have to be brought back here at great cost once the economy rebounds."

CommSec's State of the States report is released each quarter and compares how each of the nation's states and territories is performing by analysing key indicators.

This includes construction, population growth and business investment

The report showed Victoria strengthening across most areas and gaining on NSW as the strongest domestic economy.

In Queensland, overall new construction work completed in the June quarter was almost 19 per cent below the decade average.

Next weakest to Queensland was Western Australia (previously fourth) where construction work was almost 7 per cent below decade averages.

The ACT is sixth ranked with construction work 5.3 per cent below 'normal' levels, followed by South Australia (down 0.2 per cent).

In terms of annual growth rates, NSW construction work done in the June quarter was up 12.7 per cent on a year ago, followed by Victoria (up 6.9 per cent).

On Monday morning Queensland Treasurer Curtis Pitt focused on the state's trade position.

"CommSec itself has acknowledged that its report looks backwards not forwards. It has also acknowledged its report excludes our trade performance, which I have said on a number of occasions has been fuelling a large part of our current economic growth," he said.

"That's why the government's economic plan has focused heavily on boosting our domestic economy, which has now turned around as shown by recent State Final Demand figures."

But the state Opposition wasn't encouraged, as Shadow Treasurer Scott Emerson attempted to pin the continued low ranking on the government's "failed policies".

"We're dead last on construction work, which is down almost 20 per cent on the long-run average," he said.
