The comment comes after the under-fire minister has complained about being misled and had information not passed on by QR.
The operator has faced heavy scrutiny in recent months, following mass cancellations including one-third of services on Christmas Day.
When asked if he wanted to see a "broom" go through QR's executive so he could get a team he could rely on, Mr Hinchliffe said there needed to be changes.
"I certainly think that we need to see a change in the management of Queensland Rail but that's not just at a senior level, it's in a range of different levels," he said.
"I want to work with those people within the organisation who are keen to see it deliver the reliability and great public service that it has traditionally provided, and I want to work with those people who are keen to do that."
Chief executive officer Helen Gluer, chairman Michael Klug and chief operating officer Kevin Wright are among the employees to have left QR since the crisis erupted.
On Wednesday, Mr Hinchliffe called a press conference to release overtime figures for QR train drivers since January 2014.
The figures show overtime hours of between 7544 and 11,625 from January to July 2014, under the former LNP government.
In October 2014, overtime hours reached 12,125 before decreasing again, and then reaching 12,015 in March 2015 when the Labor government came to power.
It then increased, with some small steps backwards, with periods of time when it remained relatively steady, until reaching a peak in October 2016 of 18,850 hours.
"Similar spikes of overtime were occurring in the period of 2014," Mr Hinchliffe said, blaming the LNP for a staff freeze.
Mr Hinchliffe said a minister would not normally release that level of data and analysis, but "it is clear to me, the level of mismanagement of Queensland Rail now dictates a higher level of scrutiny and a review that's not been experienced before".
He could not say how much the overtime cost at the press conference on Wednesday.
Earlier, it was revealed mass cancellations did not appear to be directly linked to staff calling in sick, as has previously been alleged.
Mr Hinchliffe said he received the comprehensive report into the Christmas Day meltdown on Wednesday.
He said the report showed the Christmas Day cancellations were due to a lack of train crew, and a problem with the 19th Sunday of the year.
"And that was exacerbated by a lack of preparedness and rostering work that was done for a range of issues that coincided on that particular day," Mr Hinchliffe said.
"They coincided with the level of booked annual leave and that was all very well known, they coincided with things like... effectively the 19th Sunday in the year, the calendar year, for a lot of drivers, which meant under the conditions that drivers operate under that they couldn't work on that day."
The report is understood to be more than a dozen pages long.
Mr Hinchliffe earlier asked QR to go back the drawing board after he was handed a report that was only two pages long.
He has not committed to when the report would be released, saying he was due to have further briefings.
Mr Hinchliffe said he had organised another meeting with Philip Strachan, who is conducting an inquiry into rostering practices, for Thursday.
He said QR was now working co-operatively with him to fix the mess.
"Thankfully I'm getting clear and straight answers through Queensland Rail presently," he said.
"I have been very frustrated by some of the lack of responsiveness that I've got at different points in this situation."
