Jamie L'Oste Brown, who has been policing the salary cap ever since long-standing auditor Ian Schubert's 15-year stint ended in late 2013, has taken up a new position as pathways implementation manager.

L'Oste Brown will be assisting the governing body's head of football, Brian Canavan, in setting up a number of key pathway changes including the abolition of the National Youth Competition and the tweaking of the state-based competitions taking its place.

Richard Gardham has been working at head office as the club and state services manager for the best part of three years, is the new cap auditor. Grant has previously worked as a manager and consultant at Deloitte in Australia and the UK, as well as a senior grants manager at the Big Lottery Fund.

Canavan is scheduled to announce a series of important reforms for the 2017 season at a media conference in Auckland on Thursday afternoon.

The investigation into the Eels salary rorts cast a shadow over the 2016 season, resulting in the club being docked 12 competition points, copping a $750,000 fine and the removal of the entire board.

L'Oste Brown worked closely with NRL integrity unit boss Nick Weekes before the sanctions were handed down.

The saga could yet drag into the current season, with the NRL and a police taskforce investigating whether managers - and potentially even players - had committed fraud.
