In January, the government announced it would scrap the 1am lockout, which was originally proposed as part of a suite of measures to reduce alcohol-fuelled violence.

From July 1, 2016, service of alcohol was required to stop at 2am across Queensland, or 3am last drinks in Safe Night Precincts, such as in the Fortitude Valley, and shots were banned after midnight.

A 1am lockout was due to come into effect in February.

But a report into the first six months of the government's new liquor laws showed little effect on alcohol-related violence, and a decision was made to scrap the 1am lockout.

The report also revealed that since the new policy came into effect, there was not a single weekend night where all venues in the Fortitude Valley Safe Night Precinct stopped serving alcohol at 3am, due to the use of temporary extended trading-hour permits.

On Friday night, the Legal Affairs and Community Safety Committee recommended a bill that would can the 1am lockout should it be passed.

But the LNP members of the committee - Michael Crandon, Jon Krause and Jann Stuckey - said the government could have saved everyone a lot of time, money, concern and stress if they listened and implemented the policy this time last year.

"There was ample evidence then that the introduction of a 1am lockout was no way of reducing alcohol- and drug-related violence and there have been very mixed results in other jurisdictions as to its effectiveness," they wrote in a statement of reservation.

The LNP members did not support the changes to the one-off permits, including the fact it would cancel permits already issued but not used.

The bill will also reduce the number of extended trading-hour permits, for trading until 5am, from 12 to six per venue per year, and no more than one permit per month.

Premier Annastacia Palaszczuk previously said people had raised concerns with her that the lockout laws could isolate young women from their friends.

But several speakers at the committee's public hearing said there was no evidence to support the claim.

Queensland Coalition for Action on Alcohol chairman Professor Jake Najman said he was not aware of any research that would say that was true or false.

Foundation for Alcohol Research and Education (FARE) spokeswoman Meredythe Crane said she was not aware of anything that suggested that was the case so she could not comment.

Newcastle Community Drug Action Team chairman Tony Brown said there was no evidence lockouts had negatively impacted on women.

But Safe Night Cairns CBD Precinct president John Lynch said the lockouts could have an impact on people who were not aware of the rules and accidentally left a premises.

"Being a tourist town, it is almost abhorrent to stand there on a door on the coalface and flat-out refuse someone entry who has just accidentally walked outside and is not aware of the rules," he said.

"If it is two minutes past one and their friends are inside and have their keys, their wallet and everything, we have to stand there blank-faced and almost act rude to them, even though they are not intoxicated."
