It means the historic reform is looking increasingly unlikely to pass through Parliament when it goes for debate on Wednesday night.

The LNP members made the decision after what was a very emotional and lengthy party room meeting on Monday afternoon.

The members were particularly concerned with an aspect of the second bill which would make it legal for a woman to obtain an abortion on herself without medical supervision.

Independent member for Cairns Rob Pyne introduced two private member's bills to reform abortion laws.

A parliamentary committee recommended his first bill (Abortion Law Reform (Woman's Right to Choose) Amendment Bill 2016 – which would remove abortion from the Criminal Code – not be passed.

Earlier in February, the committee could not reach a decision on whether to recommend Mr Pyne's second bill – Health (Abortion Law Reform) Amendment Bill 2016 – be passed.

The second bill would not directly amend the current law about abortion in the Criminal Code.

It would instead add to the Health Act, to set out who could perform an abortion, gestational limits, conscientious objection and protective safe zones around clinics.

The second bill would mean it would not be an offence for a woman to perform, consent to or assist in an abortion on herself.

Labor has allowed its members to have a conscience vote on the issue.

The LNP allowed its members to have a conscience vote on the first bill.

But said a bipartisan parliamentary committee inquiry rejected the first bill and "all LNP members supported those findings".

The LNP was waiting on the committee's report on the second bill before deciding whether to have a conscience vote on that bill.

Opposition Leader Tim Nicholls said he offered LNP MPs a conscience vote on the second bill.

"This issue is very emotional for all of us and we discussed it at length," he said.

"What I can say is that after this discussion every single member of the LNP party room indicated that, in good conscience, they cannot support these bills on Wednesday."

Mr Nicholls said the first bill left the entire area of abortion unregulated "and this was clearly untenable".

"The second bill attempts to correct the failures of the first bill but falls well short," he said.

"The second bill makes it legal for a woman to secure her own abortion without medical supervision – including by the use of illicitly obtained drugs."

Mr Nicholls said the second bill also created legal uncertainty and an ongoing legislative conflict between the Criminal Code nad the Health Act.

Fairfax Media asked Queensland's 89 MPs how they would vote on the bills.

Of those who answered, 14 were generally for change, 12 indicated they were unlikely to support change and 44 said they were undecided or declined to state their position.

Abortion is the only medical procedure to feature in the Queensland Criminal Code.

It has sat there since 1899 but has been amended over the decades.

The bills are due to be debated on March 1 and every Wednesday night until they are either passed or fail.
