The LNP introduced a private member's bill to reverse the presumption of bail for an alleged offender charged with domestic violence-related offences, such as strangulation, assault and kidnapping.

It would mean people charged with a domestic violence-related offence would need to show why they should be released on bail, rather than prosecutors arguing why they should remain behind bars until sentenced or found not guilty.

The bill would allow offenders to be ordered to wear GPS trackers if granted bail and ensure victims were alerted when the defendant applied for bail or received parole.

It also proposes a provision to allow an urgent review of a bail decision in a higher court, with the bail decision to be stayed for up to three days, and the offender not released during that time.

Legal Affairs and Community Safety Committee chair Duncan Pegg said government members of the committee believed the bill needed more consultation and significant amendment.

"Whilst some of the proposals in the bill have merit, there is potential for unintended consequences and it is abundantly clear that more work needs to be undertaken in relation to this very important issue," Mr Pegg wrote in the report.

Mr Pegg said the committee was unable to reach a majority decision to recommend the bill be passed, despite all members, and those who gave evidence, wanting to stop domestic and family violence.

He said there was also considerable overlap in relation to notifying victims in the LNP's bill compared with the Victims of Crime Assistance and Other Legislation Amendment Bill, currently before the house.

It is necessary for at least four members of the six-member committee to agree on a motion for it to pass.

The non-government members of the committee - the LNP's Michael Crandon, Jann Stuckey and Jon Krause - said they were disappointed in the outcome and said the objectives of the bill were very simple and were clearly in the public interest.

"The bill seeks to protect victims and their families," they wrote.

"The Legislative Assembly should do everything possible to protect the victims of domestic violence and this proposed bill offers reasonable, workable solutions."

The non-government members said the rights of the alleged offender had to be balanced against the safety of victims of domestic violence, the need to convince victims to report abuse and the deterrent effect of the policies in the bill.

"We, the non-government members of the committee, believe that the balance is clearly in favour of the victims, their families and the community generally," they wrote.

"We urge all government members of the Legislative Assembly to set aside partisan politics and be unconcerned about which party introduced this bill.

"There are no words to express how shameful it would be for the Legislative Assembly to reject this bill."

They said rejecting the bill would let down victims and families who had already lost a loved one.

"If this legislation is passed and saves one life, then it has been worthwhile. If this legislation is rejected and one life is lost, then we will always wonder whether this bill could have saved that life," they wrote.

Earlier this week, Fairfax Media reported women's criminal justice advocate group Sisters Inside said the changes could instead harm the women they were intended to protect.

But other groups, such as the Queensland Indigenous Family Violence Legal Service, supported reversing the presumption of bail as a way of protecting victims.

The death of Gold Coast mum Teresa Bradford, killed by her estranged husband while he was on bail, sparked a renewed push for action on domestic and family violence.

Her mother, Dale Shales, has urged politicians to get behind the changes, saying she was angry at the system that let down her daughter.

"It's time we put victims first and took away the automatic assumption of bail being granted," Ms Shales said.

Other mothers of women killed at the hands of ex-partners, such as Bonnie Mobbs, mother of Shelsea Schilling, have also supported the bill.

Opposition Child Safety spokeswoman Ros Bates accused the Labor members of the committee of partisan politics, describing the finding as a slap in the face.
