And Newcastle NRL coach Nathan Brown has joined his Gold Coast counterpart to defend their handling of concussions after being fined this week. Brown has also hinted his club will seek to show how it followed the game's new protocols over a concussion to fullback Brendan Elliot, following a $100,000 fine.

After a night of on-field carnage against the Eels, the Titans must explain their handling of incidents surrounding Kane Elgey, Joe Greenwood and Ryan Simpkins. The NRL says the first two should have left the field for Head Injury Assessments and Simpkins, who did undergo a HIA, should never have returned.

Head coach Henry said the Titans were putting together a response to the breach notice and backed the judgment of the medical staff on concussion issues, saying they were better placed to make calls than reviewers in another state after the game.

He said in the case of Greenwood, who refused to leave the field, a "poke in the eye" was at fault and he initially went in the wrong direction due to blurry vision before rejoining the defensive line.

With Konrad Hurrell already off from a head knock, he said the trainer may have been late in getting to Elgey, who was allowed to continue, while Simpkins was given the green light from the team doctor.

In his case, the NRL say he was struggling to balance and should have been ruled out immediately and banned from returning to the field of play.

Henry said the game was fast and chaotic and there wasn't always a "black and white" case for players leaving the field after being involved in a heavy contact.

"We'll put our case together. Our medical team are doing that, going through what actually happened on the field and the reasons for the decisions we made at the time. We'll wait and see and submit that this week," Henry said.

"Konrad Hurrell was off for an assessment at the same time [as Elgey went down] and our trainer wasn't on the field, was late out to Kane Elgey, there's a whole host of reasons.

"You have a review process where you can state your case against the breach notice. I will say that I'm very confident in the ability of our medical team to get decisions right around player welfare.

"At no stage did we think we were deliberately keeping a player on field that would put him in danger. Joe Greenwood got a poke in the eye. He ran off in the wrong direction - that was it. He wanted to get back in the defensive line."

Henry said he was a staunch supporter of strong protocols around concussion management in rugby league but insisted there needed to be a degree of flexibility in each case and medical staff needed to be trusted to make the correct calls.

"You've got an independent review committee that have made other decisions. They're not there. They're not privy to what is going on, on the field. They just see what's on vision. They are trying to make things black and white when they can be quite grey," Henry said.

"It's a bit of a test case for all of the clubs concerned. All cases should be discussed on their merits. It's not a black and white, one rule fits all. Who gets to view what vision at one stage? What can you see in a review you can't see there live?"

In terms of players leaving the field after a head knock, Henry made it clear how the process worked. "Sometimes it's not their choice."

At Newcastle, Elliot, the former Sydney Roosters' flyer didn't get tested despite being floored by a high shot from South Sydney centre Hymel Hunt that resulted in a four-game ban.

The governing body slugged Newcastle with a $100,000 fine, but Brown insisted the club boasted some of the best concussion minds in the business on their staff.

"We're one of a few clubs that have Dr Andrew Gardner and Dr Chris Levi, who have their own concussion clinic which is separate to the club, that all the players go and see if they fail tests," Brown said on Tuesday.

"Dr Levi is a world leader in the field. Anybody that doesn't think we support it, I'd be disappointed. Tony Ayoub has 30 years' experience, he's made a judgment call and, as the head coach, we support our staff.

"We'll go through the process with the NRL now and see what the outcome is."
