Brisbane City Councillors erupted in fierce cross-chamber debate over a controversial draft neighbourhood plan this afternoon.

Opposition Leader Peter Cumming accused the Coorparoo and Districts Neighbourhood draft plan of not fixing concerns raised during the strategy.
"The council would have you think that everything had been fixed...but closer inspection tells otherwise," he said.
Shadow City Planning spokeswoman Shayne Sutton said the draft plan did not go far enough and hundreds of pre-1946 homes would still be ripped out of the traditional building character overlay.
"Residents in Coorparoo Ward are coming to me because every time they knock on the door for the Councillor for Coorparoo they get no answer, they get no response and they get no assistance," Cr Sutton said.
"All these guys over this side (LNP Councillors) have been taking gymnastics lessons in terms of the triple twists they are doing and double backflips they are doing on this plan."
"And you know what, all credit to you because you did need to change, you absolutely needed to change it.
"But the residents had to work hard to get this and it wasn't because of the support of any local councillor.
"Residents weren't fooled last year and they won't be fooled now."
Cr Sutton said details of the plan still showed allowances for buildings five storeys or higher in the Greenslopes Hospital precinct and in Greenslopes and Holland Park along the Logan Road Corridor.
"Despite some small-scale changes, it's clear the council's intent is still to remove the overall character protection of these suburbs. This will result in more units and parked out streets and less backyards and greenery in these areas."
"Its important resident's know they will still have a chance to object to this plan in the public notification period."
City Planning chairman Julian Simmonds said the plan was driven by the community and feedback on their draft strategy document.
"Following the initial strategy we had community consultation and as a result you have a neighbourhood plan that reflects that broader community consultation," he said.
Councillor Ian McKenzie (Coorparoo) said he had lived with the plan every day since it was first discussed.
"Seventeen months is a long time to be considerate of a plan and I can tell you those figures that you see of consultation are only minor compared to the number of people I have spoken to," he said.
Cr McKenzie did not look favourably upon Cr Sutton's involvement with residents in the Coorparoo Ward about the draft plan.
"Cr Sutton you shouldn't come to my ward without adult supervision," he said.
"Many people were unhappy about her presence and telling people about what to do in their ward."
The draft Coorparoo and Districts Neighbourhood Plan was approved with 19 voting in favour and seven abstentions.
