The opposition's private members bill passed in the early hours of Thursday, reversing the onus of proof, introducing urgent appeal rights for victims so bail decisions will be stayed for up to three days and referred to a higher court for review, and allowing courts to order GPS trackers for offenders as part of a bail condition.

The presumption for bail will be reversed in domestic violence-related crimes such as assault, grievous bodily harm, deprivation of liberty, strangulation and kidnapping, meaning offenders will need to prove why they should be released.

It means it is up to the defendant to show why they should receive bail as opposed to the prosecution proving why they should not receive bail, which is already in place for murder charges.

The LNP's DV alert system, which would tell victims when someone charged with domestic violence-related crimes is being considered for or has been granted bail, failed to pass.

But victims will be notified when someone with a domestic violence order is considered for parole, even if the reason they were in prison was not related to domestic violence, as per the LNP's bill.

The government's Victims of Crime Assistance and Other Legislation Amendment Bill also passed, which itself included notifying victims of domestic violence if the perpetrator was released from bail or from prison.

Labor's bill also ensures private communication between sexual assault victims and their counsellor cannot be easily accessed by an offender in court proceedings.

The LNP supported Labor's bill.

The two bills were debated at the same time, with Labor proposing several amendments to the LNP's bill.

Attorney-General Yvette D'Ath said the government supported improving community safety for victims of domestic violence but said the amendments were necessary to turn the private member's bill into "workable and effective laws".

"There are areas that are not workable in practice or may have unintended consequences," she said.

Shadow Attorney-General Ian Walker said it was "beyond belief" Labor did not support its DV bail alert system.

But Ms D'Ath said the government's VOCA act included notification to victims.

Ms D'Ath said everyone needed to call out violence.

"Ask questions. Do not just ask the question of the person who you think is the victim - this happens too often: 'Is he hitting you?'" Ms D'Ath said.

"Why isn't he turning to the male and saying, 'are you hitting her?' Males need to speak up and talk to other males and call it out.

"If we think this is just a problem for women to be fixed by women, nothing is ever going to change."

There were 248 women, men and children killed by a family member or someone they were, or had been, in an intimate partner relationship with, between January 1, 2006 and December 31, 2016.

Member for Noosa Glen Elmes said when he was 16 years old, he went to work in a country town and stayed with a family where the husband hit his wife.

"The bloke was a very big and strong ex-military man," Mr Elmes said.

"I can recall being in the house one night when the wife was accused of putting too much spice in the spaghetti bolognaise.

"He hit her and she literally went from one side of the room to the other.

"Because I worked nights on air, I would come home in the morning and often, after a particularly violent episode, the husband, full of sorrow, would ask me to check on his wife as she lay in bed, with blackened eyes and bruises all over her.

"On one occasion, I came home in the middle of the day ... I found the woman in the bathtub, which was full of water, with slashes to her wrist.

"Tonight is the first time ever I have spoken publicly about that.

"I have always felt that I failed that woman; that I did not offer whatever support a 16-and-a-half-year-old could offer to someone.

"Tonight ... I have an opportunity to vote, and in some very small way, repay her for the things that maybe I should have done or could have done.

"Tonight is the time to act."

Opposition Leader Tim Nicholls said the Parliament must stand together to send a message to Queenslanders - not now, not ever.

"We must eliminate domestic and family violence in our community," he said.

"We do not need another review to tell us the system has failed yet another victim."

Mothers of women killed in domestic violence situations - Dale Shales, Teresa Bradford's mum; Bonnie Mobbs, Shelsea Schilling's mum; and Sonia Anderson, Bianca Girven's mum - attended Parliament to watch the debate.

Speaking on Thursday afternoon, Ms Anderson said the new laws would save lives.

"This is genuinely going to make a big difference," she said.

Ms Anderson said she hoped the government's process to notify victims the defendant received bail worked.

"Because I think it would be terrible if victims aren't notified [when the defendant receives bail]," she said.
