Victorian jockey Craig Williams will be able to ride on the opening day of the $10 million The Championships at Randwick on Saturday, if he passes a cogstate test on Thursday and receives the green light the following day.

Confusion reigned earlier in the week about whether the premier jockey would be able to take mounts in the $3 million Doncaster and $2.5 million TJ Smith Stakes given Victoria's concussion guidelines require a seven-day stand-down period.

Williams was admitted to hospital after crashing to the turf on The Gold Trail after the post in the Mornington Cup. Godolphin's import was put down after the race.

But Williams was informed he would only need to miss six clear days of riding, making him available for one of the biggest days on the Australian turf calendar.

Racing NSW has no such stand-down period meaning if Williams' fall had occurred across the border he would have been subjected to different measures.

And the variations in the policies of Australia's two biggest racing states will be a key agenda item at a mid-year conference of chief stewards.

"It was briefly discussed in December [at the last national stewards conference] and at this stage at the next conference everyone will present their policies and discuss if there's a national response to it and a [policy we can all adopt]," Racing NSW's chief steward Marc van Gestel said.

"Each state has their own concussion policy and there's no national policy at this point in time.

"The extra step in NSW is you have to see a neurosurgeon and they need to consider the results of the cognitive test as well as the discharge orders from the doctor when [a concussed rider] leaves hospital."

All licensed riders in Australia are required to complete a baseline cognitive test annually, which forms the basis for later exams.

The chief medical officers in each state once united to form a consultative body for the industry, but the group has since been disbanded.

Australian Jockeys Association chairman Des O'Keeffe wants to rejuvenate the panel, which could lead to recommendations being made to Racing Australia, which is charged with drafting the rules of racing.

"If there's some minor variations from jurisdiction to jurisdiction it's something we can live with," O'Keeffe said.

"If we had a national medical association with those guys on it we would be more likely to get absolute consistency. Albeit nationally I think we've got pretty good policies despite slight variations from state to state."

Williams could bank $275,000 in riding percentages if he can cause upsets on Tosen Stardom (Doncaster) and Rebel Dane (TJ Smith) at Randwick.

Damian Lane is on standby to take over on ex-Japanese star Tosen Stardom should Williams not get clearance to ride.

The concussion drama comes at a time when the major football codes and cricket in Australia are gradually strengthening their concussion checks as ex-Newcastle winger James McManus takes legal action against the club for their handling of of his head knocks.

McManus, who is still employed by the Knights, retired from the NRL at the end of 2015 because of concussion and still suffers from mood swings.
