On Tuesday, the predicted peak remained at 9 metres, slightly down on original forecasts, and was expected to inundate more than 200 homes and more than 100 businesses in the central Queensland city.

Premier Annastacia Palaszczuk said more than 2300 properties would be affected in total by ex-Cyclone Debbie's latest impact.

She said 767 homes across the state - including almost 140 in south-east Queensland - had already been declared uninhabitable.

Queensland Fire and Emergency Service Commissioner Katarina Carroll said that number could go beyond 1000.

"I do want to really stress that these families are going through an incredibly emotional time for them," Ms Palaszczuk said, after meeting affected residents in Logan, south of Brisbane, on Monday.

"This family that we met, Sam and Shane, had actually lost all of their possessions, everything. The floodwaters crept up so quickly that it went right throughout their house."

The Mud Army had reformed across the region on Tuesday, gathering in Beenleigh before being sent out to the worst-affected areas.

Bureau of Meteorology regional director Bruce Gunn said the Fitzroy River, in Rockhampton, had reach 7.6 metres on Tuesday morning and was still rising.

Its predicted peak of 9 metres would put it between the levels seen in the 2011 and 2013 floods and remain above the major flood level for 48 hours.

Across north Queensland, 19,600 homes remained without power, almost a week after Debbie struck the Whitsundays, down from as many as 66,000.

Authorities heaped praise upon emergency service workers who tackled the immediate impact of Cyclone Debbie and its associated torrential rainfall and their work in the recovery.

But Police Commissioner Ian Stewart also highlighted concerns over looting in flood- and cyclone-hit areas, warning the despicable behaviour would not be tolerated.

Whitsunday Mayor Andrew Willcox had condemned "imbeciles" looting his region as "disgraceful".

Ms Carroll reiterated flood warnings, saying 220 people had been rescued in 166 separate flooding incidents.

"Some of those circumstances were quite dire, rescued off the roofs of their houses prior to their houses being washed away so these are dangerous situations," she said.

Shocking footage of one such incident emerged on Monday from Luscombe, in the northern Gold Coast, where a house was swept away by raging waters.

Health Minister Cameron Dick said the Mackay Base Hospital was locked down for about 48 hours last week as a result of Cyclone Debbie but staff continued to work.

"Staff could not get in or out ... They were at least working double shifts, so they were working 16 hours," Mr Dick said.

"For two days staff members couldn't come and go from the hospital, they couldn't leave, but they continued to work, they took rest breaks."

Mr Dick said the Mackay hospital had record presentations, with 180 after the cyclone passed and a doubling in the number of calls to ambulance and presentations to hospital.

"I particularly want to recognise our staff in smaller communities as well, in hospitals in Proserpine, in Bowen, they did work that was magnificent," he said.

Mr Dick said there was minor damage to hospitals in Bowen and Proserpine but all hospitals kept operating despite the severe weather.
