The AFL view is that while on-field vilification has become significantly less prevalent, supporter behaviour has not improved.

While Port Adelaide awaits the police report on its member who vilified the Crows' Eddie Betts at last Saturday's Showdown, the AFL will consider a blanket approach to racial abuse rather than deal with the issue on an incident by incident basis.

And rather than leave punishments to the clubs, the league will investigate taking over the penalising supporters who racially or religiously vilify footballers in a manner similar to its handling of on-field vilification.

The AFL's new executive overseeing social inclusion, Tanya Hosch, will address the commission next week after holding a series of talks in Adelaide with both the Crows and Port Adelaide along with several meetings with Eddie Betts and his wife Anna.

AFL boss Gillon McLachlan and his team will also look at implementing scoreboard messaging and further advertising campaigns among a number of other measures including targeting potential fixtures where involving clubs and stadiums where vilification has been prevalent.

Port Adelaide boss Keith Thomas said that the club would not return membership to the offending supporter who abused Betts unless he agreed to undergo education with Port staff and meet some of the club's Indigenous players as part of that process.

"This seems to occur at Showdowns and at the Adelaide Oval but my belief is it occurs at other stadiums and around the country," said Thomas. "It is certainly worth looking at targeting certain games with strong scoreboard messaging and maybe more vigilance.

Thomas said his instinctive response was that lifetime bans could be appropriate but that the AFL had to continue to explore educational forums as well. Port has already indefinitely banned a handful of former members who have refused to attend the club for counselling and education sessions.

"Instinctively I say it's a good idea but we need to do more work on this," he said, "I'm not sure ultimately if it's the answer or the only answer. We as a competition have done more than anyone to fight this and I agree maybe it's up to us to take the next step.

"This is not a exclusively a football problem. It's a national problem that spills into our game. The club has indefinitely banned several supporters for racial vilification."

Betts, who has been racially abused previously at the Adelaide Oval, said on Thursday that racism was wrecking the game. "Stuff like this wrecks it," he said on radio 5AA. "... Enough is enough. It's racism and we want to stomp it out of the game.

"It affects me but it affects people around me more. Anna, my wife, was very upset with it this week, just the hatred of it. She was teary. Our kids are Indigenous and they have to grow up with this stuff as well."

A number of Betts' team mates have supported a zero tolerance policy on racial abuse, with at least two of his Crows' team mates calling for life bans on social media. The supporter who reportedly abused Paddy Ryder has not come forward.

Adelaide CEO Andrew Fagan agreed that blanket punishments for offenders refusing education should be considered.

"I believe in penalising the perpetrators," said Fagan, "but then providing them with education and counselling that will hopefully help them better understand the impact their comments are having on our Indigenous players and their families"
